the quality of the genomic sequence produced by Government funded
sequencing centers. Initially quality assessment shall generally follow
the protocols used in previous quality assessment exercises. The
potential Contractor shall reassemble the data electronically and
perform restriction analysis to check the data producer's assemble. The
assembly will be compared to the sequencing center's consensus sequence
in GenBank, and all discrepancies identified. The potential Contractor
shall be able to use whatever base calling and data assembly programs
are used by the sequencing centers, moreover, the software used by the
Contractor shall be compatible with that used by the Sequencing Centers
so that all results will be accurate, reliable, and comparable between
sequencing centers and the Contractor. A detailed quality assessment
report shall be provided to the Project Officer. The potential
contractor shall include an outreach capability to provide advice to
theSequencing Centers with their in-house quality control programs. The
Contractor shall be expected to attend and participate in meetings of
the Research Network Committee held in Bethesda, Maryland. The
Contractor shall also provide logistical support the meetings of the
Steering Committee and Scientific Advisory Panel of the Research
Network. This support shall include transportation to meeting sites and
lodging. It is expected that a program of research and development to
investigate new methods, and improve existing methods, to measure and
characterize the quality of genomic sequence shall also be the
responsibility of the Contractor. The Contractor may be required to
increase its assessment capabilities depending on the number of
Sequencing Centers established during the contract term. This project
is for the National Human Genome Research Institute, NIH. The estimated
period of performance is three (3) years. The Government estimates that
this three year period may require approximately 71,040 labor hours.
This acquisition is a total small business set aside, the size standard
for which is 500 employees. The Request for Proposal (RFP) will be
