NASA/LaRC plans to issue a Request for Quotation (RFQ) to provide a study for "Evaluation of an Optical Parametric Amplifier for use in a Water Vapor Differential-Absorption Lidar" 1 each This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items the University of Wisconsin, Dr. Edwin Eloranta, based on their unique capability and knowledge received while performing work under a NASA grant. There would be substantial duplication of cost and time for another person to perform this task, and such costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
