The Pima-Maricopa Irrigation Project (P-MIP) is seeking a qualified consultant team to develop and implement a Comprehensive Agricultural Development Plan. From the qualifications submittals, up to five qualified teams will be invited to submit a proposal. The P-MIP is currently under construction to eventually serve 146,330 acres on the Gila River Indian Reservation (GRIR). The GRIR contains 581 square miles of land located in central Arizona in Maricopa and Pinal Counties, just south of the Phoenix metropolitan area. The P-MIP is a multi-use system with water supplies that include the San Carlos Indian Irrigation Project, the Central Arizona Project, ground water and other supplies. The objective is to formulate and implement area specific agricultural development plans. The plans must fully consider the unique constraints found on the GRIR and in the specific area considered. This will require an intensive public involvement program. The plans will be prioritized for implementation to coincide with P-MIP construction and availability of water. The study may include the following components: Data Collection, Define Short and Long Term Goals and Objectives (considerable public involvement required), Land Tenure/Farm Organization Planning, Crop/Marketing Planning, Management and Financial Planning, Prioritize Land Development, Preliminary Agricultural Development Plan Report(s) (by region), Develop Detailed Implementation Program(s)(Regional plan to meet all needs for successful agriculture). Each Statement of Qualifications (SOQ) will be evaluated according to the following criteria: 20% Experience and qualifications of the prime firm, (including familiarity with reservations especially the GRIR and experience on similar projects ), 50% Experience and qualifications of the proposed specific project team members(including familiarity with reservations especially the GRIR and experience on similar projects), 10% Principal office location and work role of local office if available, 10% Indian Preference, 10% Overall evaluation of the teams capability to provide the required services. Submittal Requirements. Firms interested in this project should submit a statement of qualifications which includes a one page cover letter plus a maximum length of eight pages to address the SOQ criteria (excluding resumes and client list, but including an organization chart). Resumes for each key team member shall be limited to a maximum length of two pages and shall be attached as an appendix to the SOQ. Please provide an original plus five copies (total of six) of the SOQ by 12:00 noon MST on Friday, February 19, 1999.
