C -- ARCHITECT/ENGINEERING SERVICES, ELECTRICAL AND MECHANICAL SOL 301819R003 DUE 031599 POC Clark Bartelt, (612) 713-5214, Contracting Specialist The U.S. Fish and Wildlife Service, Region3, Fort Snelling, Minnesota, is seeking the submittal of Standard Form 254, "Architect-Engineer and Related Questionnaire", and Standard Form 255, "Architect-Engineer and Related Services Questionnaire for Specific Project", for an Indefinite Delivery/Indefinite Quantity Contract requiring Electrical and Mechanical Architect/Engineering design and construction management services. Services are required for U.S. Fish and Wildlife facilities in Region 3, "The Great Lakes and Big Rivers Region" which includes the states of Minnesota, Wisconsin, Michigan, Ohio, Indiana, Illinois, Iowa and Missouri. The term of the contract will be for a one year period from the date of award, with four 1-year options to extend the term of the contract at the Governments discretion. The contract will be an indefinite delivery-indefinite quantity type, not to exceed $100,000.00 per year. The services to be provided include labor, equipment, material, services and supplies required toprovide mechanical and electrical architect-engineering and construction management services. Following is the evaluation criteria that will be used to determined the best qualified contractor for this solicitation. 1. Professional Qualifications -- Demonstrate through past projects and training or certifications received by designers: Knowledge of HVAC systems design ` Knowledge of HVAC controls, especially DDC Knowledge of design of electrical distribution systems Knowledge of pump selection and installation design Knowledge of specifying procedures and requirements for balancing of mechanical systems in so far as writing specifications to ensure a quality balancing job. Knowledge of codes and workmanship for plumbing and piping design and installation. Knowledge of material selection (metalurgy) and quality fabrications (welding, fastening, etc.) of mechanical systems. Knowledge of design and installation of various heating systems such as infrared, forced air, hot water and steam Availability ofa registered professional mechanical engineer and a registered professional electrical engineer to review and certify drawings and specifications. 2. Key Personnel -- Number of registered professional mechanical and electrical engineers on staff Number of mechanical engineers and years of experience in mechanical design for each. Number of electrical engineers and years of experience in electrical design for each. Number of CADD technicians and years of experience using AutoCAD Release 14; Release 13 Number of project engineers and discipline of each. 3. Adequacy of Facilities and Staff -- List mechanical and electrical codes and standards to which you have access, and work with in designing projects. Have your electrical designers been updated on NEC 1999? 4. Availability of additional specialized personnel -- Number of Masters Electricians employed 5. Past Performance -- List past projects, for whom they were designed and size, in so far as dollar amount. Indicate capacity to do work by indicating how many projects and of what size and type you have handled at any one time in the past. Demonstrate performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 6. Computer Assisted Design Capability and Capacity -- Number of years of experience using Auto CAD Release 14; Release 13. List projects' sizes and descriptions. List any experience using AutoCAD mechanical (Mechanical Desktop) or electrical add-on packages. 7. Location -- Geographic proximity to Minneapolis/St. Paul Metropolitan Area.
