Code DAPC49) The Directorate of Contracting, Fort Richardson, Alaska is
conducting a market survey to determine the existence of businesses
capable of providing contractual services for community child and youth
services operations and functions jointly at Fort Richardson and Fort
Wainwright, Alaska. The Army is considering cost competition between
current civil service and industry support for community child and
youth service operations and functions to contract activity based on an
OMB Circular A-76 study. The major function is Child and Youth
Services, serving ages 4 weeks to 18 years. This function includes the
following: (1) Child Development Services which focus on the young
child ages 4 weeks to 5 years in full day, preschool, drop-in,
outreach, special needs, home-based, food and nutrition programs,
custodial, maintenance (including snow removal), and administrative
services; (2) Youth Services which focus on youth and teens ages 5-18
years in school-age, middle school and teen programs providing before
and after school care, drop-in, outreach, food and nutrition, summer
camp, sports, fitness, health, risk adventure, social recreation,
personal development, special needs, computer lab, homework tutuoring,
employment placement and training, community service placement and
training programs, crisis intervention services, custodial, maintenance
(including snow removal, ball fields, and parks), food, training, and
administrative services. Programs begin services at 0630am for care,
and also operate evening and weekends depending on the particular
service involved. Small and large business firms capable of performing
the required services are requested to submit literature, brochures,
and capability summaries identifying, at a minimum: business size
(small, large, small disadvantaged, 8a), woman owned), financial
capability and past/current performance on similar contracts (include
dollar value and complexity; if the contract was a teaming agreement,
and if you teamed with a large or small business; and point(s)
ofcontact). Standard Industrial Classification Code (SIC) is 8351, Size
Standard is $5 Million. Provide evidence of program quality regarding
the management of services that are accredited by the National
Association for the Education of Young Children (NAEYC) and the
National School Age Care Alliance (NSACA). All capability statements
