610-595-0830. This is a Modification to make the following changes to
the Commerce Business Daily issue of January 26, 1999 PSA #2269
(I-SN290636).(0022) SYN# 0064 19990126 M-0001.SOL): THIS IS THE FIRST
OF TWO PRE-SOLICITATION NOTICES involving the comparison of the cost of
performing commercial avtivities by a government organization (Public
Works, Naval Air Station (NAS), BRUNSWICK, ME and its associated field
station, annexes, reserve centers, and tenant activities, to the cost
of performing these services by the private sector. The Department of
the Navy intends to issue and RFP(Request for Proposal) for this
project. This is a cost comparison study which will be conducted in
accordance with OMB (Officer of Management and Budget) Cicrular A-76
dated 4 August 1983(Revised) and the A-76 Supplemental Handbook dated
27 March 1996 (Revised). Public Work services are currently performed
by Government employees. The scope of the work includes all labor,
supervision, management efforts, administration, staffing,
mobilization, material, transportation, equipment, tools, except as
specified as Government-furnished, efforts necessary to determine and
perform miscellaneous maintenance, repair, and minor construction work
on all facilities including motor vehicle and heavy equipment
maintenance, repair and operations cranes, hoists, weight handling
equipment at pre-determined unit prices. The resultant contracyt will
be a Combination Firm Fixed Price (FFP) and Indefinite Quantity (IQ)
type contract. Both Service Contract Act (SCA) and Davis-Bacon Act
(DBA) Department of Labor wage rates will be required to be utilized in
the preparation of the proposals. The contractor will be responsible
for the preformance of facility maintenance and transportation services
as enumerated and described under each of the specification Annexes
which includes but is not limited to the following: Annex 1-Point of
demarcation for utilities-electrical, storm and sanitary sewers,
potable water; Service calls-routine, emergency, urgent for plumbing,
electrical, heating and cooling; urgent and routine minor and major
work orders-including DBA work requirements; Computer Integrated
Facilities Management (CIFM) system; Cost estimate preparation;
Preventive maintenance; records, reports, and submittals. Annex 2-Self
Help (Quick Pik) Programs; Scheduled tasks including plumbing,
pipefitting, electrical, fire suppression, appliance, fencing and
gates; Unscheduled tasks-carpentry, masonry, painting, sign work,
locksmith services, metal work, electrical systems, plumbing and
pipefitting, fire detection. Annex 3-Safety Requirements for gas free,
manholes, catch basin and trenches, traffic, sloping and shoring,
two-man rules; Scheduled and Unscheduled tasks for wastewater systems,
stormwater drainage systems, Electrical Distribution Systems
(EDS)-high voltage, steam, hotwater, condensate utility systems,
potable water systems, HVAC and refrigeration, underground and
aboveground storage tanks, freezing weather. Annex 4-Transporation
services including preventive maintenance records, reports, submittals
and schedules; dispatching, emergency and routine transportation
calls; CSES (Civil Engineering Support Equipment) list and inventory,
truck, weight and material handling equipment, vertical transportation
equipment, road, batteries, and tire service, replacement and repair.
Annex 5-Family Housing records, reports, submittals, service plan,
facility history files, inventory records, routine, emergency, urgent,
rework calls; schedule tasks for heating and ventilation cleaning,
adjustments, operational check, air filter replacement, hot water
heaters; exterior/interior maintenance, telephone lines; exterior
structure and surfaces; walls, joints, exterior trim, hose bibs,
roofing, flashing gutters, garages, doors and storm screen doors,
porches, decks, walls, ceilings, floors, bathroom fixtures, cabinets,
fireplace and chimneys, smoke, carbon monoxide heat detectors,
plumbing, heating and ventilating systems, electrical systems,
sidewalks, concrete walkways, playground and totlot; and Change of
Occupancy. The base contract performance period is anticipated to be up
to 12 months with up to two (2) 12 month options for a total of 36
