commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is DAHA2099Q0058. This solicitation is issued as a
Request For Quotation. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-10 and DCN 19990101 Edition. FAR clauses may be viewed in
full text at the following web site: http://farsite.hill.af.mil. All
responsible sources may submit a written quote, which will be
considered. Facsimile submissions will not be accepted. The Standard
Industrial Classification (SIC) code for this solicitation is 4953, the
small business size is $6 million. This combined synopsis/solicitation
is open to both small and large businesses in accordance with FAR
19.10. This project is unrestricted pursuant to the Small Business
Competitiveness Demonstration Program. The performance period is one
base year and four option years. 1. GENERAL INFORMATION. The contractor
shall provide all management tools, supplies, equipment and labor
necessary to ensure that refuse and recycling collection services, to
include maintenance of all containers, are performed at Selfridge Air
National Guard Base, Michigan in a professional manner that will
maintain sanitary and neat conditions. Following are estimated
historical data quantities for determining workload.
15-Collections/week, 6-cubic yards (CY) bulk container, 7-Maintenance
Buildings. 52-Collections/week, 4-CY bulk container, 52-Maintenance
Buildings. 17-Collections/week, 6-CY bulk container, 8-Administration
Buildings. 75-Collections/week, 4-CY bulk container, 34-Administration
Buildings. Approximately 60 gallons of grease per month one Mess
Facility Building (grease). 3-Collections/year, 4-CY bulk container,
one Sawdust Facility. BILLING SCHEDULE: Contractor shall submit price
breakdown for each container (or dumpster) size to include the number
of containers to be utilized each month. Sample provided: CLIN 0001
Base Year (01 April 1999 through 30 September 1999). Provide __(number
of containers or dumpsters), ___ cubic yard/gallons for 6 months @

four) 01 October 2002 through 30 September 2003. ADDITIONAL PRICING
Relocation Price_____, Special Event Price _____, and Unscheduled
Collections Price _____. In order to be eligible for award, offeror's
shall submit prices for each of four option years: 2. DESCRIPTION OF
SERVICES. The contractor shall provide refuse and recycling collection
services to designated on-base locations. The major areas are
maintenance, administration and one dining facility. Contractor shall
provide services to these areas as necessary to maintain containers
below 90% capacity. Container shall be dark brown and uniform in color.
A container specific for grease collection shall be provided for the
mess facility. Collection services include clean up of obvious spilled
refuse within twenty-foot radius of the container. The contractor
shall maintain all containers as required to ensure they are free of
unpleasant odors, debris, and pests. The containers shall have no rust,
peeling, flaking or discolored paint. Containers and dumpsters shall be
cleaned off site. Contractor shall ensure they are in full compliance
with all federal, state and local codes/regulations when disposing of
all refuse. 3. EMERGENCY AND SPECIAL EVENT. Upon notification by the
contracting officer, the contractor shall perform emergency or special
event refuse collection services as required. Relocation price means
pricing for moving one dumpster to a new location on base. Special
Event price means pricing for moving of a dumpster from one location to
another for a special event then return to original location.
Contractor shall provide a 24 hour emergency number. Unscheduled
service shall be within 24 hours of notification. 4. QUALITY CONTROL.
The contractor shall provide a copy of their written quality program to
ensure refuse collection and recycle services are performed in
accordance with commonly accepted commercial practices and this
Statement of Need. As a minimum, this plan shall include procedures to
identify, prevent, and ensure non-recurrence of defective services. 5.
QUALITY ASSUANCE. The Government evaluator will evaluate the
contractor's quality control program on a periodic basis. Also, the
evaluator will accept complaints from base personnel and provide these
to the contractor. 6. GOVERNMENT REMEDIES. The contracting officer
shall followthe requirements of the Inspection of Services and FAR
52.212-4, Contract Terms and Conditions -- Commercial Items (April
1998). 7. HOURS OF OPERATION: The contractor shall furnish the
Contracting Officer a complete written itemized schedule of work
indicating his proposed compliance with the specifications, prior to
contract start date. 8. SECURITY REQUIREMENTS. The contractor is
responsible for complying with all security requirements, including
vehicle registration and personnel passes, for all vehicles and
personnel requiring access to military installations. Revocation of a
registration or pass shall not be grounds for failure to perform, and
changing of security requirements shall not be grounds for adjustment
in price. The contractor shall adhere to the security and fire
directives, instructions and policies of Selfridge ANG Base MI. 9.
TRAINING. The contractor shall provide all labor, materials, and
equipment necessary to perform the training approximately 15 days prior
to contract start date and as needed, thereafter at no additional cost
to the government. Recycling Training: The contractor shall educate
approximately 75 key government personnel on the benefits of recycling.
The contractor shall provide any special requirements for paper or
cardboard recycling; unacceptable materials, type and condition of
paper products, allowable attachments and any other pertinent
information regarding the success of the recycling program. The
contractor shall educate approximately 15 key government personnel on
the acceptable disposal methods and procedures for food and grease
waste. Contractor shall be available to answer questions for any
training provided. 10. WORK ENVIRONMENT. This is a military
installation and delays due to exercises and contingencies are part of
the environment and cannot be considered cause for an adjustment in
price. In accordance FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB
1998), the following FAR provisions and clauses are incorporated by
reference. FAR clause 52.212-1, Instructionsto Offerors -- Commercial,
(Aug 1998). FAR clause 52.212-2, Evaluation -- Commercial Items, (Jan
1999). EVALUATION: (a) The Government will award a contract resulting
from this solicitation to the responsible offeror whose quote
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate quotes: (i)Technical, (ii)Price, (iii)Past
Performance. The offeror will submit, with its quote, a listing of its
five largest refuse collection and recycling customers, including name
of each firm, address, phone number, annual amount of contract, and the
name of a point of contact in the firm familiar with the offeror's
service. The offeror will also provide the number of customers
currently served in the area. Technical and past performance, when
combined are approximately equal to cost or price. The offeror is
encouraged and expected to provide existing product literature,
brochures, and/or descriptive literatureavailable to other customers
and adequate to permit the Government to determine an offeror's
technical acceptability. This literature should describe the sizes of
containers available from the offeror, the sizes and types of trucks
used, etc. Photographs are encouraged. The Government may use any
information at its disposal in determining technical acceptability and
in the past performance evaluation. Technical acceptability will be
graded, based on the offeror's understanding of the requirement and the
soundness of the offeror's approach. An offeror's technical merit will
not be compared to another offeror's technical merit. After the
technical evaluation, the Government will select the offerors that
represent best value to the Government, price and past performance
considered. The Government reserves the right to award to other than a
low-priced offeror and without discussion. The purpose of the past
performance evaluation is to judge the probability of an offeror
successfully accomplishing the proposed effort based on the offeror's
demonstrated past and present performance. For purposes of the
price-past performance evaluation discussed above, the Government will
evaluate price by adding the total prices for the four option years to
the total price for the basic year. The Government may determine that
a quote is unacceptable if the option prices are significantly
unbalanced. Evaluation of options does not obligate the Government to
exercise the options. Offeror's SHALL complete the provision at FAR
clause 52.212-3, Offeror Representations And Certifications --
Commercial Items (OCT 1998) and DFAR clause 252.212-7000 Offeror
Representations and Certifications -- Commercial Items (NOV 1995) and
submit them with their quote. If a copy of these certifications is
needed, it may be requested by calling the contact number identified.
Quotes that fail to furnish required representations or information, or
reject the terms and conditions of the solicitation may be excluded
