19 -- HIGH SPEED BOAT BARRIER DUE 021599 POC Contracting Officer, Ms. Charmaine Joworski, Code D211, (619) 553-4536. The Space and Naval Warfare Systems Center, San Diego is seeking sources for a barrier system that will exclude high-speed boat access to secured areas. Due date: 15 February 1999. The objective of the barrier is to prevent high and low speed water craft from entering areas containing high value Navy assets. Damage to boat and occupants is acceptable. Damage to the barrier is acceptable if the boat is stopped. A typical high-speed watercraft would be a cigarette boat traveling at 50 knots. These boats are about 40 feet long and weigh 8000 pounds. A physical barrier to stop this boat should extend 6 to 8 feet above the water surface. A typical low speed water craft would be an 18 foot Boston whaler moving a 5 knots of less. A physical barrier to stop this boat should extend 2 to 3 feet above the water surface. These notional boats are provided as a starting point and other watercraft may be considered. The barrier can be passive such as a net attached to a frame. The barrier can also be active such thatthe proximity of the boat initiates a high-energy source that will disable the boat. The barrier could be a continuous active "force field" system that prevents the normal function of the equipment or the drivers. The barrier can be moored on the bottom or secured to existing pilings. In some applications the barriers should be removable to allow transit of authorized boats. The barrier must survive the typical ocean/river environment of wind, Sea State, bio fouling and corrosion experienced in a port area. This is not a request for an engineering study and submissions should be "off the shelf " items Interested firms shall submit catalogs, brochures or other technical descriptions of their products.
