This solicitation is for commercial items prepared in accordance FAR Part 12, as supplemented with additional information included in this notice. The solicitation number for the Request for Quote is N00244-99-Q-0003. Responsible offerors may request a solicitation package from Contract Specialist Bill Archambeault or the Bid Officer. The solicitation and incorporated clauses are those in effect through Federal Acquisition Circular 97-09. This solicitation is on a restricted basis. The Standard Industrial Code is 3582 and applies to businesses with less than 500 employees. Summary: FISC San Diego has a requirement for materials and services to incorporate an advanced oxidation system into an existing naval conventional hot-water laundry. Advanced oxidation systems include, but are not limited to, systems that add ozone to the water, and systems that use UV light and hydrogen peroxide to effect oxidation. The equipment will be supplied to the Public Works Center(PWC) San Diego. PWC currently uses two 125-lb. per load washing machines to launder naval industrial rags. The advanced oxidation system shall add oxidizing agents during the washing machine wash & rinse cycles, forming an integral part of the laundry process. It is not the intent of PWC to supplement the existing laundry wastewater treatment system. The contractor will provide all necessary equipment to modify the existing PWC laundry system. A site visit is available to responsible/qualified offerors during the week of 08 FEB 1999. The Government will not provide reimbursement for the cost of the site visit. To be considered qualified, contractor must have been responsible for the design and construction of a minimum of one advanced oxidation laundry system. As part of the evaluation process, a Government technical representative may request a visit to a currently operational facility where the potential contractor has been responsible for the construction and installation of an advanced oxidation laundry system. The potential contractor will be responsible for obtaining permission of the facility owner and ensuring that a technically knowledgeable representative is available during the inspection to answer questions. Potential contractors must be registered with the Central Contractor Registration(CCR) prior to award.
