Warfare Center Aircraft Division (NAWCAD) Patuxent River has a
requirement to procure 2,000 Helicopter Aircrew Breathing Devices
(HABDs, formerly known as Helicopter Emergency Egress Devices (HEEDs)).
The applicable SIC is 3728. This is a notice of intent to request a
quote and negotiate with U.S Divers Co., 3323 W. Warner Avenue, Santa
Ana, CA 92704 on an other than full and open competitive basis. This is
a combined synopsis/solicitation for commercial items prepared in
accordance with the format prescribed in the Federal Acquisition
Regulation (FAR), Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation for which proposals are being requested and a
written solicitation will not be issued. Solicitation Number
N00421-99-R-1225 is issued as a request for proposal (RFP). The
incorporated document and provisions and clauses are those in effect
through Federal Acquisition Circular, FAC 97-10 and Defense Acquisition
Circular, DAC 98-01 and Defense Change Notice DCN 98-1014. The Naval
Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD
intends to procure on a sole source basis two thousand (2,000) units
Helicopter Aircrew Breathing Devices (HABDs) (P/N 1006-00) from U.S.
Divers, Inc. who was the supplier for the initial and subsequent units.
The HABD is a compact light-weight, self-contained underwater breathing
apparatus consisting of an air cylinder and a two stage breathing
regulator assembly. The proposed action will be a Firm Fixed Price
(FFP) contract. This contract will be negotiated as a sole source
procurement under the statutory authority FAR 6.302-1 (only one
responsible source and no other services will satisfy agency
requirements. The solicitation will be available over the Internet in
Word 6.0TM format and will reside on the NAVAIR Home Page, located on
the World Wide Web (WWW). The WWW server may be accessed using client
servers such as MOSAIC and NETSCAPE. The www address, or URL, for the
NAVAIR Home Page is http://www.navair.navy.mil/contracts. The contract
line item numbers and items are: CLIN 0001 Helicopter Aircrew
Breathing Devices (HABDs)(NSP); CLIN 0001AA HABD P/N 1006-00 (2,000);
CLIN 0001AB HABD P/N 1006-00 (2,000). The contractor shall deliver to:
CLIN 0001AA -- NAVAIR ISS FACILITY, Building 612, Bay 12, MCAAS
Beaufort, Beaufort, SC 29904-5019 (Mark for: ALSS/Special Projects,
ATTN: Dave Ossman (803) 522-3900) 250 units per month for four months
starting March 1999; CLIN 0001AB -- NAVAIR ISS FACILITY, Building 652,
Bay 6, NAS North Island, San Diego, CA 92135 (Mark for: ALSS/Special
Projects, ATTN: Ted Lamparter (619) 545-9766) 250units per month for
four months starting March 1999. Inspection and acceptance shall be
made at destination. FAR 52.212-1 Instructions to Offerors --
Commercial Items (AUG 1998) is incorporated by reference and applies to
this acquisition. The provision at 52-212-2 Evaluation -- Commercial
Items (JAN 1999) does not apply to this acquisition. Instead, this
requirement is for the specified brand/part item only, as such low
cost/technically acceptable criteria are the basis for this evaluation
of quotes. The offeror shall provide backup information verifying the
price offered, e.g. a copy of the current catalog or established price
list, three invoices for the same equipment, etc. Each offeror shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items (FEB 1999) with
its quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial
Items (APR 1998) is incorporated by reference and applies to this
acquisition. The clause at 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items
(JAN 1999) is incorporated by reference, however, for paragraph (b)
only the following clauses apply to this acquisition. 52.212-5(b):
