THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB960020 IS BEING ISSUED AS A REQUEST FOR QUOTATIONS (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. The National Institute of Standards and Technology has a requirement for one liquid nitrogen 1500-gallon (5678 liters) storage tank including piping, installation and testing. The Contract Line Item Numbers (CLIN), quantities, and unit issues are as follows: CLIN 0001, Liquid Nitrogen 1500-gallon (5678 liters) storage tank with the following specifications: 9% nickel inner vessel, carbon steel outer vacuum shell, dual inner tank relief valve and rupture disc with diverter valve, fill line check valve and drain valve, and vacuum annulus rupture disc. The tank will remain outside and shall be manufactured to withstand ambient weather conditions, excluding acts of God, Qty. 1 each; CLIN 0002, Digital liquid level gauge which reads gallons, inches, and percentage volume and shall be located at tank site, Qty. 1 each; CLIN 0003, Omega Transducer: PX605-060GI (4-20 mA output), Qty. 1 each; CLIN 0004, Digital liquid level gauge reads gallons, inches, and percent volume and shall be located at the experiment console. The experiment console is the command station for operation of the Electron Beam Ion Trap which includes readouts of many different experiment data values; Qty. 1 each; CLIN 0005, Line relief valves, Qty. 2 each; CLIN 0006, Non-vacuum insulated valves shall be bronze and approved for cryogenic service, Qty. 1 each; CLIN 0007, Stainless steel interconnective piping provided to complete installation; CLIN 0008, Copper extended fill line that shall be 1-1/2" diameter with 2' support provided to complete installation; CLIN 0009, Concrete pad with dimensions, 10' x 10' and a thickness of 12 inches shall be provided for installing the tank, Qty. 1 each; CLIN 0010, Corner posts shall be installed surrounding the tank, Qty. 4 each; CLIN 0011, Installation, Qty. 1 job. Installation of the tank, which includes gauges, valves, piping, and the copper fill line shall be conducted in accordance with manufacturer's specifications, Regulations and Code as specified below. Installation shall also include the installation and integration to existing vacuum insulated pipe stainless steel liquid nitrogen horizontal transfer line with matching bayonet. As part of the installation, the foundation site, drainage, soil conditions, reinforcing bars, anchor bolts, concrete mix design and concrete cover shall be completed in accordance with manufacturer's specifications, Regulations and Code as specified below. All penetrations made during installation shall be sealed to prevent uncontained liquids, vapors, and gases from entering the Physics Building, Number 221. Installation shall be completed as such that the tank is fully installed and operational. While installation is occurring, the Contractor shall ensure that the area where the work is being performed is secured to protect the tank, installation site and persons from harm. A site visit of the installation site is encouraged prior to submission of your quote and the site visit shall be completed by February 9, 1999. The provision 52.237-1, Site Visit applies to this acquisition. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Questions must be submitted in writing to Anita Tolliver. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The installation site is located at Physics Building, Number 221. The hours of access to the site are from 8:30 a.m. to 5:00 p.m. local time, Monday through Friday, excluding holidays. A drawing of the proposed installation site is available by faxing your request to Anita Tolliver at (301) 963-7732; CLIN 0012, An 8-foot chain-link fence with a swing gate shall be provided by the Contractor and installed by the Contractor around the storage tank, Qty. 1 each; CLIN 0013, Testing, Qty. 1 job. Initial testing shall occur before, during, and after installation on system components integrated to Ebit phase separator with stainless steel vacuum insulated pipe segment, including physical, pressure, flow, current, and volume measurements. All testing shall be performed by the Contractor resulting in no downtime for the experiment. The Division One Certification from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Section VIII shall be provided to NIST as verification of the proper testing including: hydrostatic testing certification, maximum recommended operating pressure and maximum operating pressure; and stamping or nameplate. The Contractor shall provide subsequent testing throughout the warranty period at the Government's request; CLIN 0014, Vessel shall be placarded to indicate the product. Qty. 1 each; CLIN 0015, All manuals and documentation shall be provided to the Government including that which addresses manufacturer's specifications; CLIN 0016, Warranty shall be three (3) years on the vacuum storage tank and one (1) year on accessories. The Contractor shall deliver all line items FOB Destination, to NIST, Physics Building, Number 221 at the installation site, 100 Bureau Drive, Gaithersburg, MD 20899-0001. Required delivery time is 60 days after award and installation shall be completed within 30 days after delivery. This requirement shall be fulfilled in accordance with Regulations and Code of the following: the Compressed Gas Association's Pamphlet V-6 (latest edition) regarding Standard Cryogenic Liquid Transfer Connections and Pamphlet P-12 (latest edition) regarding the Safe Handling of Cryogenic Liquids, Occupational Safety and Health Association, National Electric Code and National Fire Protection Agency. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision 52.212-2, Evaluation of Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical capability including the following sub-factors: performance capabilities, operation, and system reliability; and 2) Past performance including references. Price will be evaluated for reasonableness. The Government requires a delivery time of 60 days after award and the offeror shall indicate if they can meet this delivery time. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (9) 52.222-26, (10) 52.222-35, (11) 52.222-36, (12) 52.222-37, (18)(i) 52.225-21 (Alternate I), and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, download from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.htm. The following clauses also apply to this acquisition: 52.237-2 Protection of Government Buildings, Equipment, and Vegetation; and 52.228-5, Insurance -- Work on a Government Installation. Pursuant to the clause "Insurance -- Work on a Government Installation (FAR 52.228-5), "the Contractor will be required to present evidence to show, as a minimum, the following amounts of insurance coverage: (a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State worker's compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (b) General Liability: (1) The Contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. (2) Property Damage liability insurance shall be required in the amount of $100,000. (c) Automobile Liability. The Contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies Covering Automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. For this requirement, the applicable Standard Industrial Classification Code is 5047 and the related small business size standard is 500 employees, however, this requirement is unrestricted. Offerors shall submit the following: 1) Three (3) copies of their quotation which addresses CLINs 0001-0016; 2) Technical description and/or product literature addressing performance capabilities, operation, and system reliability; 3) Two (2) copies of the most recent published price list(s); 4) A list of at least three references for contracts/purchase orders completed within the past three years for similar requirements.
