AVAILABLE MULTI-AGENCY LICENSE TO NEAR REAL-TIME DATA SETS FROM ORBITAL
IMAGING CORPORATION. The Department of Commerce (DOC)/National
Environmental Satellite, Data and Information Service
(NESDIS)/CoastWatch Program intends to negotiate on a non-competitive
basis with Orbital Imaging Corporation, Herndon, VA for a multi-agency
license to specialized satellite data sets under Solicitation No.
52-DDNE-9-90024. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and written solicitation will not be issued. This
procurement will be conducted as a commercial acquisition under FAR
Part 12. Minimum mandatory requirements include the following: The data
set must be comprised of an area of 1,500 x 2,800 km and includes
imaging information from all eight channels of the SeaWIFS instrument.
The Basic Data Set to be purchased will be Level 1. The data sets must
be manipulable by the SeaDAS image-processing software developed by
NASA. Data must be in the Hierarchical Data Format (HDF). Data coverage
must include the predefined CoastWatch regions covering the continental
United States, Alaska, Hawaii and territories in the western Pacific
Ocean. The product must be able to encompass data sets on other
geographic areas, as other areas may be added later. Data supplied must
comply with the following: (1) Preliminary browse images suitable for
scene selection should be available to users as soon as possible but no
later than 5 hours after scene capture, and (2) Selected data should be
available electronically for further processing at NOAA/Suitland, MD no
later than one-half hour after electronic delivery/acceptance of the
order. Data should have less than 5% scan line dropouts. Calibration
used by the vendor in data processing must incorporate the latest
validated algorithms adopted by NASA=s SeaWIFS Project. Responses due
no later than 15 days after the date of publication of this
CBD/Synopsis. A fixed price contract with a thirty-six month contract
duration is contemplated. The following FAR clauses are incorporated as
Addenda into this CBD/synopsis/solicitation: 52.212-1 INSTRUCTIONS TO
OFFERORS -- COMMERCIAL ITEMS; 52.212-2 EVALUATION -- COMMERCIAL ITEMS;
52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS; and
52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES
OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS. Vendors who believe they can
satisfy the Government=s requirements are invited to submit an
affirmative response. To be considered an affirmative response, vendors
must submit written data and documentation with their proposal which
demonstrates an ability to furnish a license satisfying the previously
cited requirements. All responsible sources must submit a written
narrative statement of capability including detailed technical
information and other technical literature sufficient to permit agency
analysis in order to determine a bona fide capability to meet the
requirements. A determination by the Government not to open the
requirement for competition based upon responses to this notice is
solely within its discretion. This announcement constitutes the only
solicitation. The solicitation document incorporates provisions and
clauses that are in effect through Federal Acquisition Circular 97-09.
