system, jhunt@usa.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart 12.6
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; prposals are being
requested and a written solicitation will not be is- sued. R6-6-99-046
is issued as a request for quotation (RFQ). The solicitation document
and incorpor- ated provisions and clauses are those in effect through
Federal Acquisition Circular 97-09. This is not set aside for small
business concerns. The intent of this procurement is for the supply and
installation of a new phone system. Our needs in a new system are that
the system be digital rather than analog; that it consist of a PBX at
the front desk and 48 existing ports. Of this number five (5) are to
be handsfree and six (6) are to be digital phones with display.
Equipment provided should be similar to the Nortel Meridian 1 Option C
Compact PBX, including (but not limited to): NTKS 1001 Option C
Compact Base System, 5 each M2008HF digital handsfree telephones
w/display, 6 each M2616 digital telephones with display, 37M2006 single
line digital telephones, with a capacity of 128 ports to allow for
future expansion. Also needed is a T-1 interface from our Newbridge
unit to the Option C Compact (or similar) to interface with our
existing tie lines to Gresham, OR. In addition, we need training
provided for up to 2 of our employees to make software moves and
changes, and to act as a helpdesk for employees. A listing of
warranty(s) involved should also be provided, and the maintenance
costs. Bids should include a listing of all items needed to make up the
system, listing supply cost and installation cost for each line
separately. This equipment is to be delivered and installed at the
Columbia River Gorge National Scenic Area office. Delivery and
installation shall be completed by March 15, 1999, FOB destination. The
provisions at 52.212-Instructions to Offerors-Commercial, applies to
this acquisition. The provisions at 52.212-2, Evaluation-Commercial
Items, the following criteria, required by the Federa l Acquisition
Regulations will be applied in evaluating the firms for award. 1.
Specialized exprience and technical competence in the type of supply
and installation required, 2. capacity to accomplish work in the
required time, 3. past performance on contracts with Government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules, NO SOLICITATION EXISTS.
Interested firms shall submit their proposal, which shall include
information concerning the firm's general qualifications, experience,
technical capabilities, and pricing for the requirements of the
project. Written responses are due no later than 4:30 PM, local time,
February 12, 1999. Faxed proposals are acceptable (503/668-1763).
