Laboratory has a requirement, which is set aside on a 100% basis for
small business concerns under SIC Code 8731, for engineering,
scientific, and computer services in support of research in space
science. Areas of research include distribution and characteristics of
background terrestrial and extraterrestrial sources of radio and
infrared radiation, and related areas of atmospheric science, solar
physics, upper air physics, radio propagation, infrared transmission,
infrared detectors, and related electronics and cryogenic techniques.
Also included are new applications in areas of interest to the Navy,
such as precise, time and position determination, remote sensing, and
surveillance. This contract will provide R&D expertise for the design,
fabrication, assembly, integration, test and operation of
sophisticated scientific instruments and experimental payloads. It will
also provide support of field operations and deployment of experimental
packages. It will involve satellite design, computer modeling
experiment design, and data analysis instrument packaging. It will
involve processing, reducing and analyzing massive amounts of raw data,
which will in turn involve writing new programs or modifying existing
programs. Techniques are ground based, airborne, and spaceborne. Both
on site and off site work will be involved, but it is anticipated that
all staff will work primarily at NRL. Research will result in
scientific publications. The anticipated contract type is cost plus
fixed fee term, with a base year plus four option years. A single award
is anticipated in late spring, 1999. A SECRET facility clearance is
required, and all personnel must be US citizens eligible for SECRET
clearance. A staff of about ten full-time positions is anticipated,
with advance degrees anticipated for half the staff and bachelors
degrees for the rest except for a technician (some equivalencies). A
detailed statement of work will be issued with the solicitation.
Proposals will be due approximately 35 days after the solicitation is
issued. This contract follows contract N00014-94-C-2104, which is being
performed by Interferometrics, Inc., of Chantilly, VA. NRL uses
Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This
solicitation and any amendments to it will be available via the
