Naval Air Systems Command intends to place a Sole Source modification
with Boeing North American to prepare, pack and ship the X-31 aircraft
and associated parts and equipment to the aircraft reactivation site,
conduct X-31 aircraft and component inspections, and service and
repair parts as necessary. Additionally, Boeing North American will
remove, inspect and repair X-31 flight control actuators, inspect and
repair aircraft flight control computers, inspect, service and repair
X-31 Emergency Power Units and Emergency Air Start Systems, and
inspect, repair, and service X-31 F404 engines. Boeing North American
will also update aircraft documentation and initiate power-down X-31
aircraft reactivation. NAVAIR Contract N00019-98-C-0073 is sole source,
due to the unique experience, technical expertise, and historical data
required to accomplish the X-31 VECTOR PROGRAM effort. The pending
effort is being conducted as a sole source for the same rationale.
These efforts will be accomplished under a modification to the existing
contract. The estimated cost plus fixed fee of this effort is $950,000.
