The U.S. EPA intends to negotiate on a sole source basis, with the University of Cincinnati, Environmental Engineering Department, Aerosol And Air Quality Research Laboratory for preparation of engineered titanium reactor coatings. The objective of this project is to study photocatalytic properties of coated titanium dioxide prepared under different conditions which include preparation on steel sheets and silicon fibers that will be placed inside a cylindrical annular reactor. This will be accomplished by: designing and adjusting the system, making coatings of nanocrystalline titanium dioxide particles prepared using a flame aerosol coating method, solid state characterization of the coatings, evaluating the results of the process, and preparing a complete report of the process and results. The period of performance will be 12 months from the date of the award. This action is being pursued on sole source basis because UC is the only known contractor that has developed a unique (patent pending) flame based method for deposition of chemicals onto surfaces. EPA intends to award this requirement under Simplified Acquisition Procedures. Interested respondents who feel that they are capable of meeting these requirements may submit technical documentation and resumes demonstrating as a minimum: (1) Successfully deposited anatase phase titanium dioxide on stainless steel substrate using gas phase routes; (2) Successfully designed and developed a method to manufacture coatings of controlled thickness, particle size and crystal structure; (3) Successfully performed solid state characterizations of the coating using X-Ray diffraction spectrum, Transmission Electron Microscopy, and Scanning Electron Microscopy. Only those firms which submit such technical documentation will be considered. Written documentation must be provided on or before February 12, 1999 and may be mailed to 26 W.
