C -- UP TO THREE INDEFINITE DELIVERY CONTRACTS FOR MULTIDISCIPLINE (ARCHITECTURAL, MECHANICAL, ELECTRICAL, CIVIL, STRUCTURAL) DESIGN SERVICES FOR DEPARTMENT OF DEFENSE (DOD) SCHOOLS AT VARIOUS LOCATIONS WITHIN THE CONTINENTAL UNITED STATES AND ITS TRUST TERRITORIES!! CONTRACT INFORMATION: Multidiscipline Design Services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for Department of Defense (DOD) Schools at Various Locations within the Continental United States and its Trust Territories. Up to three negotiated indefinite delivery fixed price contracts may be awarded consecutively depending on the workload, each with a base period not to exceed one year and two option periods not to exceed one year each. The amount of work in each contract will not exceed a maximum amount of $3,000,000.00 ($1,000,000.00 basic; $1,000,000.00 each for both option periods). An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm-fixed-price task orders with a maximum amount of not to exceed $1,000,000.00 each. All work must be performed by or under the direct supervision of licensed professional Engineers or Architects. SIC Code 8711 and 8712 applies to this announcement. The Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables, current capacity to accomplish the order in the required time, uniquely specialized experience, location of firm and projected work site. The contracts are anticipated to be awarded on or about June 1999. This announcement is open to all businesses regardless of size. If a large business is selected for one of these contracts, it must comply with FAR 51.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Fort Worth District are: (1) at least 61.2% of a contractor's intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB), Historically Black College/Universities or Minority Institutions (HBCU/MI), and women-owned small businesses (WOSB); (2) at least 9.1% of a contractor's intended subcontract amount be placed with SDB; (3) at least 9.4% of a contractor's intended subcontract amount be placed with Historically Black Colleges/Universities or Minority Institutions; (4) at least 4.5% of a contractor's intended subcontract amount be placed with WOSB; and (5) the remaining 38.2% of a contractor's intended subcontract amount be placed with SB for a total of 61.2%. The plan is not required as part of this submittal. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. Projects located within other Districts and/or agencies responsibility may be added upon the approval of all parties. 2. PROJECT INFORMATION: The work will involve Design, Drafting, Planning, Studies, and Site Investigations associated with an Indefinite Delivery Contract. A-E services are required to provide multidisciplinary architectural, engineering and design services in support of the DOD School Program. Work required will include design for rehabilitation of, and/or additions to, existing DOD schools. Design of new DOD schools may be required. A historic preservation architect may be required. Environmental issues may be encountered, i.e., Asbestos and Lead Based Paint. Architectural/engineering teams must be experienced in the maintenance, repair and modification of heating, ventilation and air-conditioning systems for schools, pre-kindergarten through high school. Work includes field investigations, technical feasibility assessments, design analysis and preparation of plans and specifications in accordance with applicable military criteria and standards. Work may also include designs/studies for value engineering, landscaping, architectural hardware, environmental or EPA considerations. All designs will require the capability to design for Uniform Federal Accessibility Standards (UFAS) and Americans with Disabilities Act (ADA). The A-E shall insure that the hardware, firmware, software and information technology systems separately or in combination with each other or other elements specified in the documents developed under these contracts shall be Year 2000 compliant in accordance with FAR 39.106. Services during a project's construction phase may also be required. 3. SELECTION CRITERIA: See CBD Note 24 (Monday issue) for general A-E selection process. The selection criteria are listed below in descending order of importance: A. Professional Capabilities: (1) This type of Indefinite Delivery Contract will require, (either in-house or through consultant) as a minimum, the following: 2 Architects, 1 Landscape Architect, 1 Architectural Hardware Specialist, 2 Civil and 2 Structural Engineers, 2 Electrical Engineers, 2 Mechanical Engineers, 1 Value Engineer, 1 Cost Estimator, 1 Registered Land Surveyor, 1 Environmental Design/Remediation Expert, 1 Fire Protection/Life Safety Expert, lab testing and air monitoring capabilities. (2) The above individuals must show experience in working with and designing facilities for various military agencies, i.e., Army, Navy, and Marine Corps. (3) The firm shall identify the key design staff who will actually perform the work and demonstrate their qualifications in the SF 255's, block 7, resumes. B. Specific Experience and Technical Competence: The DOD has numerous schools located in the Continental United States. (1) The selected team must demonstrate extensive experience in total school renovations and classroom additions. Firms must show knowledge of various DOD school size requirements and standards, i.e., elementary, middle and high school. (2) Firms must show experience in designing Local Area Network systems and Campus Area Network systems for DOD schools. (3) Firms must also demonstrate experience in maintenance, repair and alteration of historic facilities and infrastructures in the USA, as well as in studies and/or design of DOD schools' utilities systems, interior design, value engineering, landscaping, and new construction. (NOTE: Value Engineer must have completed at least 40 hours of Value Engineer training and have at least 4 years of experience.) (4) Firms must show experience in evaluating contractor's submittals and construction surveillance. (5) Firms must have at least five years experience in Fire Protection/Life Safety Design and be familiar with the use and application of NFPA codes 80 and 101. (6) The Project Designer, contract supervisors, inspectors and workers are required to have taken an Accredited Project Designer Course for Asbestos. (7) Demonstrate experience in working with a testing laboratory to design for water quality, removal of friable asbestos and remediation of lead-based paint hazards and underground toxic substances. (9) Firm must demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. C. Firms must show adequate team capacity to design five Task Orders concurrently meeting all schedules. D. Demonstrate past performance with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. E. Geographical Location: Firms must demonstrate capability to design outside of the Fort Worth Districts geographic boundaries and must address fast response capabilities. F. Computer Media for a Computer Aided Design and Drafting (CADD) system shall be Auto CADD or Intergraph compatible. Specifications, Design Analysis, Cost Estimates and other project documents shall be completed using Microsoft Office 97 (Microsoft Word and Excel) on IBM compatible equipment. Construction cost estimates, prepared for the Fort Worth District's use, will utilize our PC based Computer Aided Cost Estimating System (M-CACES). (Software will be provided by the Government). All final documents shall be provided on 3 " CD ROM's. G. In Block 10 of the SF 255, show last 12 months DOD awards. H. Extent of participation of SB, SDB, HBCU/MI, and WOSB in the proposed contract team, measured as a percentage of the estimated effort. Large firms must submit consultants to meet these goals. (This item will be used as a tiebreaker during the selection process). I. Block 10 will be limited to ten pages maximum. 4. SUBMISSION REQUIREMENTS: A. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one submittal package including an original SF 254 and SF 255 no later than 4:30 p.m. on the 30th day after the date of this announcement to be considered in the selection. The 11/92 version of the forms must be used. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Submit to: CESWF-EC-A/McLellan. B. Responding firms must submit a current and accurate SF 254 for the prime firm and each proposed consultant. It must be provided for the specific office proposed to do the work. Indicate in Block 4 of SF 254 if your firm is a Large, Small, Small and Disadvantaged or Woman-Owned Business. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years, must not exceed $2.5 million. C. Submit only one SF 255, completed in accordance with the instructions. It must contain information in sufficient detail to identify the team (prime and consultants) proposed for the contract. D. Include CBD announcement number in Block 2b of the SF 255. E. In Block 4 of the SF 255, insert the number of personnel proposed for the contracts (not necessarily total capacity), Consultants as (A) and in-house as (B). F. In Block 6 of the SF 255, identify the discipline/service to be supplied by each consultant. Provide brief resumes of the on-staff or consultant employees you intend to use to perform the work in the anticipated design time and the type of projects they will perform in Block 7 of your SF 255.Block 7 may be repeated as needed to identify all the major disciplines and key team members. Selection will be based on the total team members presented in your SF 255, primarily in Blocks 4 and 7. Resumes MUST be submitted for all personnel listed in Block 4 to meet the minimums stated in paragraph 3.A(1). G. In Block 10 of the SF 255, include a draft Design Quality Control (DCQ) Plan. It should include a brief presentation of internal controls and procedures that you use to insure that a quality design is produced. H. Personal visits to discuss this project will not be scheduled.
