selection solicitation for Architect-Engineering (A-E) services is
restricted to small business concerns. Professional engineering
services are required to provide investigation and report of the
utilities power consumption of the following facilities: Andersen Air
Force Base, COMNAVMARIANAS, and Naval Computer Telecommunication
Station at Finegayan and Radio Barrigada. The scope of work includes,
but is not limited to (1) Verify the power consumption, (2) Check the
multiplier of the existing primary master meter, (3) Check if other
loads are connected to the metered circuits, (4) Install a "check
meter" to verify the accuracy of the master meter if required, (5)
Check current transformer and potential transformer ratio, and (6)
Provide recommendations complete with calculations, photographs,
sketches, cost estimate to correct the utilities power consumption. The
estimated performance period for the 100% submittal is 90 calendar days
from date of award. The evaluation criteria for selectionand contract
award, in descending order of importance are as follows: (1)
Professional qualification necessary for satisfactory performance of
required services; (2) Specialized experience and technical competence
in the type of work required, including where appropriate, experience
in energy conservation, pollution prevention, waste reduction, and the
use of recovered materials; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules; (5) Location in the general
geographical area of the project and knowledge of the locality of the
project; provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project. A-E firms which meet the requirements described in this
announcement are requested to submit completed Standard Form (SF) 254
(unless already on file) to the Officer In Charge of Construction,
NAVFACENGCOM Contracts, Marianas, PSC 455, Box 175, FPO AP 96540-2200;

Center Guam Complex, 96910. Submission of SF 254 must be received and
date/time stamped by the Contracting Officer on or before 23 February
1999 at 4:30 PM in order to be considered. Any submission received
after 23 February 1999 at 4:30 PM will not be considered. Firms having
a current SF 254 on file with this office may also be considered. The
Standard Industrial Classification (SIC) code is 8711 with a size
standard of $2,500,000. This solicitation is 100% SET-ASIDE for SMALL
