Professional engineering services are required to provide investigation and report of the utilities power consumption of the following facilities: Andersen Air Force Base, COMNAVMARIANAS, and Naval Computer Telecommunication Station at Finegayan and Radio Barrigada. The scope of work includes, but is not limited to (1) Verify the power consumption, (2) Check the multiplier of the existing primary master meter, (3) Check if other loads are connected to the metered circuits, (4) Install a "check meter" to verify the accuracy of the master meter if required, (5) Check current transformer and potential transformer ratio, and (6) Provide recommendations complete with calculations, photographs, sketches, cost estimate to correct the utilities power consumption. The estimated performance period for the 100% submittal is 90 calendar days from date of award. The evaluation criteria for selectionand contract award, in descending order of importance are as follows: (1) Professional qualification necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
