selection solicitation for Architect-Engineering (A-E) services is 100%
set-aside for emerging small business concerns. Professional A-E
services are required to provide for the design to replace four 450HP
pumps, Building 1282, Fena Pump Station, U.S. Navy Public Works Center,
Guam, M.I. The scope of work includes, but is not limited to design and
engineering services to (1) Prepare complete drawings, specifications,
basis of design, calculations, cost estimates and other incidental
work, (2) Verify existing field conditions, (3) Review shop drawings
and catalog submittal, (4) Prepare as-built, and (5) Provide
consultation during construction. The estimated construction cost is
between $250,000 and $500,000. The performance period for the design is
45 calendar days from date of award. The evaluation criteria for
selection and contract award, in descending order of importance are as
follows: (1) Professional qualification necessary for satisfactory
performance of required services; (2) Specialized experience and
technical competence in the type of work required, including where
appropriate, experience in energy conservation, pollution prevention,
waste reduction, and the use of recovered materials; (3) Capacity to
accomplish the work in the required time; (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work and compliance with performance
schedules; (5) Location in the general geographical area of the project
and knowledge of the locality of the project; provided, that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project. A-E firms which meet
the requirements described in this announcement are requested to submit
completed Standard Form (SF) 254 (unless already on file) to the
Officer In Charge of Construction, NAVFACENGCOM Contracts, Marianas,
PSC 455, Box 175, FPO AP 96540-2200; Location Address: Building 101,
Ground Floor, U.S. Navy Public Works Center Guam Complex, 96910.
Submission of SF 254 must be received and date/time stamped by the
Contracting Officer on or before 23 February 1999 at 4:30 PM in order
to be considered. Any submission received after 23 February 1999 at
4:30 PM will not be considered. Firms having a current SF 254 on file
with this office may also be considered. The Standard Industrial
Classification (SIC) code is 8711 with a size standard of $2,500,000.
This solicitation is 100% SET-ASIDE for EMERGING SMALL BUSINESS
CONCERNS. An emerging small business concern is a small business whose
size is no greater than 50 percent of the size standard applicable to
