Officer, (202) 512-5102 The U.S. General Accounting Office (GAO)
intends to issue a non-competitive contract to Innovative Interface,
Inc., 5850 Shellmound Way, Emeryville, CA 98608, for continuing
hardware/software maintenance and upgrade services to support the
INNOPAC integrate library system acquired by GAO in 1992. GAO
contemplates a base year with four option years contract to cover
maintenance, upgrade, and version release revisions for the INNOPAC
system currently utilized by GAO. Specific requirements to be met
include: 1. The contractor shall provide maintenance services for
INNOPAC equipment, hardware, and software. The contractor shall have
the capability to perform off-site maintenance and diagnostics. The
contractor shall furnish a point of contact to receive request for
maintenance support services, including toll-free telephone number(s)
and e-mail; 2. The contractor shall respond to request for hardware
and/or software maintenance Support within 4 hours. If a problem cannot
be solved through dail-up port or Internet, the contractor shall begin
maintenance within 24 hours, and return the software and/or equipment
to operational status within 24 hours. Shipment of replacements for
defective components should be within 24 hours of notification; 3.
Upgrades and new releases and supporting documentation of the software
licensed to the GAO shall be installed at no cost as long as the
equipment being used as the INNOPAC computer system has been determined
to be sufficient and/or compatible for the load and operation of such
new release or upgrade; 4. GAO shall have the option to purchase
hardware and software for the purpose of modernizing the existing
integrate library system, including Web-based modules and supporting
software and hardware being developed by the contractor as part of the
Millennium System package; 5. The official hours for technical support
services on this contract shall be 24 hours a day 1200 EST Sunday and
0100 EST Saturday, and 1100 EST and 2100 EST on Saturday. The official
maintenance hours shall be effect with the exception of certain
federal holiday, and; 6. The contractor shall provide only new standard
parts or parts equal in all respects to new parts. Replacement of
defective plug-in or screw-in components shall be provided by prompt
shipment for in-house installation. The government will return
defective components to the contractor. Parts which have been replaced
shall become property of the contractor. It is believed that
Innovative Interfaces, Inc., is the sole provider of these services and
this intended acquisition is based on FAR 6.302-1. GAO POC for this

202-512-5102. The proposed contract action is for supplies or services
for which the Government intends to solicit and negotiate with only
one source under the authority of FAR 6.302. Interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. Thisnotice of intent is not a request for competitive
proposals. However, all proposals received within forty-five days
(thirty days if award is issued under an existing basic ordering
agreement) after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
