The Naval Undersea Warfare Center Divsion Newport has a requirement for engineering and technical services in support of Submarine System Programs. The contractor shall provide the required systems engineering, technical analyses, mechanical and electrical design, manufacturing, installation, test and evaluation, and repair services, including services in the field, to support existing and future Submarine Systems Programs. Support will be provided for the following: submarine torpedo tube systems, ejection systems, Vertical Launch Systems, sail systems, special purpose and shipboard test equipment, high speed launchings, auxiliary and ASW countermeasure launchers, associated loading and handling systems and launch control panels, Navy Tactical Missile Systems (NTACMS), as well as other submarine systems necessary for future programs not yet in the development stages. This effort is for follow-on support to contract N66604-92-D-B111 with Newport News Shipyard and contract N66604-94-D-A361 with General Dynamics Corporation /Electric Boat Division. It is anticipated to issue a five (5) year, Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee provisions. Multiple awards are anticipated. Award will be made on the basis of Best Value. Evaluation criteria/factors listed are : (1) Personnel, (2) Past Performance (3) Cost. The Estimated Level of Effort is 174,750 manhours.
