intention of this solicitation is to obtain operation, maintenance,
service, repairs, minor construction/alteration services for buildings
and structures, utilities and related support systems and equipment by
means of a combination firm fixed price and indefinite quantities
contract. The period of performance is for one base year with six
one-year options not to exceed a total of 84 months. The cost range for
the entire project is over $10,000,000.00. Bonding is required. This
procurement will be conducted utilizing source selection procedures.
Award will be based on best value to the Government considering the
price and non-priced evaluation factors stated in the solicitation.
This procurement will be conducted in two phases. PHASE I shall be
submission of written information, as stated in the solicitation,
including relevant experience, past performance and financial
capabilities. Information submitted under PHASE I will be evaluated on
a basis of acceptability and a competitive range will be determined.
The Contracting Officer may limit the number of proposals eligible to
move onto PHASE II to the most highly rated offers in the competitive
range. PHASE II consists of submission of a technical proposal,
addressing, as a minimum, contract management and work breakdown
structure and a Price/Cost submission. The estimated issue date of the
solicitation is 24 February 1999. PHASE I submission are estimated to
be due on 25 March 1999. PHASE II submission will be due approximately
three weeks later. Offerors are urged to attend the Pre-Proposal
Conference and site visit scheduled for 11 March 1999. The exact
location and time will be provided in the solicitation. SPECIAL NOTE:
