Privatization Contracting Division, Kirtland AFB, NM is seeking sources
capable of performing the management and operation of the 377th Civil
Engineering Group services at Kirtland Air Force Base, NM. The
Government is currently performing these services, and a cost
comparison under OMB Circular A-76 will be conducted to determine the
most cost-effective mode of operation. A contract will not be awarded
if Government performance is determined to be more advantageous. The
contractor will provide all management personnel, and other items and
services necessary to operate the facilities. The 377TH Civil
Engineering Group services include: Facility/Utility Operations and
Maintenance; Grounds Maintenance; Plant Operations; Infrastructure
Maintenance and Support; Architect/Engineer Services (Planning,
Programming, Design, and Construction Management); Real Property
Management; Military Family Housing Management; Disaster Preparedness;
Disaster Response; Trash collection and disposal; Computer Network
Operation and Management; Material Control; and Funds Management for
Kirtland Air Force Base and associated geographically separated support
locations. Kirtland AFB consists of over 3100 facilities and over
51,500 acres, supporting over 160 tenant agencies. Kirtland facilities
include: 2344 buildings with 9,664,898 square feet of floor space; 213
miles of water pipe lines; 133 miles of fences; 93 miles of Sanitary
Sewer lines; 70 miles of natural gas lines; 20 miles of main steam
lines; 36 miles of communication ducts; 748 miles of roads; 667 miles
of electrical transmission and distribution lines; 20 Electrical
Substations; Over 1900 Military Family Housing Units; Over 1.1M Square
Yards of Airfield pavement; Over 163,000 BBL of Petroleum Storage; and
a Land Fill operation. Geographically separate site locations supported
include Maui, HI; Socorro, NM; Truth or Consequences, NM; and
Albuquerque, NM. The highest level of security clearance required for
this contract is TOP SECRET. Twenty-four hour customer service call,
emergency response, and plant operations are required. Personnel
filling selected responsible positions require appropriate licensing
and certifications. A site visit may be held prior to RFP release. The
Government does not intend to award a contract on the basis of this
notification or otherwise pay for any information or inquiry. Small
Business firms capable of providing all of the described services are
invited to submit a description of their capabilities and experience by
4:00 p.m. Mountain Time on 5 March 1999, to the following address: Det

AFB, NM 87117-5606. No extensions to the above submittal date will be
authorized. Statements of capability must contain information as to:
(1) Experience: an outline of previous projects, and specific work
previously performed or being performed; and (2) Personnel: Name,
professional qualification and specific experience of personnel who
would be performing the services listed above. Statements of Capability
must address how the contractor (and team members or subcontractors)
will perform all of the functions listed above. In accordance with FAR
19.508(e) and FAR 52.219-14, Small business firms must perform a
minimum of 50% of the described services as the prime. Submissions
should be limited to no more than 25 pages. They should be pertinent
and specific as to the technical areas the firm can perform as the
prime, and in addition, describe the subcontract management plan for
the remaining 50% to include the identification and experience of known
team members/subcontractors and their technical areas of expertise.

code for this requirement is 8744 and the corresponding size standard
is $20M. This synopsis is for planning purposes only and does not
constitute a solicitation for bids/proposals. Responses will assist the
government in determining whether to set-aside/restrict competition in
some way or solicit offers from all responsible sources. Firms
submitting responses should indicate whether they are small, small
disadvantaged, 8(a), woman-owned or HBCU/MI. Large businesses need not
submit Statements of Capability. The Government will not pay for any
information submitted to this announcement. An Ombudsman has been
appointed to hear concerns from potential offerors or offerors during
the proposal development phase of this acquisition. The purpose of this
Ombudsman is to receive and communicate serious concerns from potential
offerors when established channels are not used to address concerns
during the proposal development phase of this acquisition. Potential
offerors should communicate first with Captain White, Chief Competitive
Sourcing and Privatization Contracting Division, or Ms Meyer, Contract
Specialist, to request information, pose questions, and voice concerns
before contacting the Ombudsman. In those instances where potential
offerors cannot obtain resolution from the Contracting Officer, they
