Delivery/Indefinite Quantity (IDIQ) contract for the acquisition of
software nuclear weapon safety and software conventional weapon safety
engineering for SSN submarine combat systems. NUWCDIVNPT is
responsible for acting as Software Nuclear and Conventional Weapon
Safety Technical Direction Agent for NAVSEA and NAVAIR for the purpose
of ensuring continued nuclear and conventional weapon certification of
the Tomahawk Missile on the SSN 637 SSN 688-724 and SSN 750 "and up"
submarines. The contractor shall perform Software Nuclear and
Conventional Weapon Safety Engineering (SNCWSE) for SSN Submarine
Combat Systems in order to identify, define and analyze potential
software nuclear and conventional weapon safety issues arising from
development efforts, emergent programs, new technology, system
products, maintenance changes and operational changes for the following
systems: 1. Combat Control System (CCS) MK1, Program C Series, 2.
Weapon Launching System, AN/BSG-1(WLS) 3. Emergent SSN submarine combat
system programs or nuclear and conventional weapons systems. The
requirement covers a five-year performance period estimated to start
9/99. A SECRET SECURITY CLEARANCE IS REQUIRED. The estimated level of
effort is 19,000 man-hours per year, 95,000 total. Key Personnel
Categories consist of Program Manager, and Senior Analyst. Evaluation
will be on a Best Value basis. Factors are Technical Capabilities with
the following Subfactors: Personnel, Past Performance, and Cost. This
solicitation will be issued as a total small business set-aside.
