This announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.301-1. (Only one responsible source and no other supplies or services will satisfy agency requirements.) Labor Relations Services, Memphis, TN was awarded the previous contract for this requirement and has played an integral part in the development of the recent partnership of labor and management at the Memphis District. No other firm could recreate the knowledge they have gained in their involvement with the District's Labor Relations Program and provide the continuity of effective advisory services, facilitation, mediation, training, and negotiations needed at this critical point. A sole source quote is being requested pursuant to this announcement and shall reference requisition number W38XGR9015-7085. Summary of requirements for this requirement is as follows. Provide effective advisory services, grievance resolution, facilitation, mediation, training and negotiations in labor relations, in order to expedite negotiations of agreements, enhance communications, and make better quality decisions. Maintain continuity of current relationships with three (3) labor unions, which is an important factor for the continued development of the District's Labor Relations Program. Review and identify activity-wide labor relations needs and the refinement and the implementation of the Federal Labor Relations Program. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-04, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. Offerors should include a copy of the Provision 252-212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
