Herman Miller Systems Furniture. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-07. This acquisition is being conducted under a 100%
set aside for Small Business. The SIC Code is 1799, and size standard
is $7.0M. The complete solicitation along with any questions and
answers will only be posted at the following web site:
http://www.rdc.noaa.gov/~amd/SOLINDEX.HTML. The closing date for
Solicitation No. 52-DKNA-9-90013 is March 15, 1999 at 3:00 P.M.,
Eastern Standard Time. Offerors should access the solicitation web site
prior to submission of offers to determine if the solicitation hasbeen
amended. Offerors who download solicitations from the Internet page
assume responsibility for obtaining any amendments to a solicitation.
Your written response to any solicitation must include acknowledgment
of receipt of any amendments. Offerors may submit written questions
pertaining to the solicitation requirements through February 10, 1999
at 3:00 p.m., Eastern Standard Time to allow the program office
adequate time to prepare and issue a response to all offerors prior to
the closing date and time for receipt of offers. Questions may be

the web-site stated above. Requirement Description: The Department of
Commerce, National Oceanic and Atmospheric Administration has an on
going need to reconfigure, install and deinstall Herman Miller Systems
Furniture Workstations in response to office moves and to update its
extensive warehouse inventory of Herman Miller Systems. NOAA's
inventory is currently located in either of it's warehouse in Capital
Heights, MD or Silver Spring, MD or installed at one of it's office
locations in the Washington, D.C. Metropolitan area. The successful
offeror must have recent experience in installing and reconfiguring
Herman Miller systems furniture workstations, in order to provide
installation and de-installation services, in accordance with industry
standards for systems furniture and must be certified by Herman Miller
for installation. The successful offeror must have the personnel
resources to maintain proper inventory controls and records. NOAA
anticipates that an indefinite delivery indefinite quantity contract,
utilizing fixed-price task/work orders will be awarded for a base
period and four option periods, if exercised. All responsible sources
are invited to submit proposals in writing, signed by an authorized
individual of the company. The Government will not accept electronic,
telegraphic, facsimile or telephonic proposals. Award will be made to
theresponsible, responsive offeror whose offer is deemed technically
acceptable and represents the best value to the Government. The
Government intends to made one award. The provision at 52.212-1,
Instructions to Offerors-Commercial, applies t this acquisition and
there is no addenda to this provision. The provision at 52.212-2,
Evaluation-Commercial Items, applies to this acquisition and the
evaluation factors are technical capability, past performance and cost
benefits. There is an addenda to this provision, see additional
provisions at D.4 through D.6. Each offeror must include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at 52.212-4
Contract Terms ad Conditions-Commercial Items, applies to this
acquisition and there is no addenda to this provision. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition and
the following additional FAR clauses are applicable: 52.203-6,
52.203-10, 52.219-8, 52.219-9, 52,219-23, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.247-64, 52.222-41 and 52.222-42. Additional
contract terms and conditions are noted at paragraphs B.3 through
