It is anticipated that multiple indefinite quantity contracts will be awarded for the purpose of accomplishing various construction projects, including design/build, mostly in the Washington, DC, Virginia and Maryland areas for customers of the Naval Facilities Engineering Command, Engineering Field Activity Chesapeake. The basic contract period shall be twelve months or $100 million, whichever occurs first. The contracts will contain two options for a total not to exceed 36 months or $300 million. Individual orders may be placed between $1 and $10 million. Selection will be based on best value to the Government acquired through the use of competitive negotiations. Awards will me made considering the evaluation criteria of past performance, cost/price and a technical/management proposal addressing relevant experience, financial capability, management plan and subcontracting. The solicitation will be available on 15 February 1999. Proposals are due on 18 March 1999. A preproposal conference will be heldwith date and location identified in the solicitation.
