66 -- INSTRUMENTATION, REAGENTS AND SUPPLIES FOR DRUG TESTING SOL PSA-99-0001 POC Connie Barnaba, Contracting Officer, 202-727-2914 The D.C. Pretrial Services Agency (PSA) (an independent agency of the Court Services and Offender Supervision Agency) has a requirement for Instrumentation, Reagents and Supplies necessary for Urine Drug Testing. The PSA's Forensic Toxicology Drug Testing Laboratory (FTDTL) performs urine drug testing for all defendants, adult and juvenile, in pretrial status, Drug Court, as well as probation cases, parents charged with abuse or neglect, and other tests ordered by the court. The FTDTL analyses over 150,000 urine specimens per year, screening for 3 5 drugs per urine specimen. Additional testing is expected to be performed for Adult Probation and Parole which will increase the number of specimens 2 or 3 times. The offeror will provide reagents and supplies for the following drug tests: amphetamines, cocaine, methadone, opiates, cannabinoid, alcohol, barbiturates, benzodiazepines, propoxyphene, methaqualone, and LSD. The offeror will provide the following required equipment: a High Volume Drug Analyzer Hitachi 747 or equal, a Moderate Volume Drug Analyzer Hitachi 917 or equal, and a Gas Chromatography/Mass Spectrometry Hewlett-Packard 6890 or equal. The offeror will provide on-site maintenance and repair of said equipment so that any piece of equipment is restored to service within 24 hours. The offeror will also provide all equipment-specific consumable supplies, such a curvettes, surfactants, and conditioning and cleaning solutions. The term of the contract will be one year and two 1-year options. The type of contract will be Requirements, IDIQ.
