Systems Center (SPAWARSYSCEN) Charleston, in support of initiatives of
the National Institute of Justice, is soliciting the following
Research and Development (R&D) efforts in the areas of body recorders,
body wires, and electronic health status monitors for detained
individuals. The goal of this solicitation is to identify current and
emerging technologies with associated performance characteristics, and
identify potential technology investment that will provide an
immediate contribution addressing state and local law
enforcement/corrections community, at large. For body wires/body
recorders, SPAWAR may fund development and implementation of proposed
technology improvements that result in an immediate improvement to
technology currently available that is affordable to state and/or local
agencies. Readers should note that this is an announcement to declare
SPAWARSYSCEN Charleston's intent to competitively fund research and
that no further request for proposal (RFP), solicitation or other
announcement of this opportunity will be made. Proposers should state
in their proposal that it is submitted in response to this BAA. The
standard industrial classification code is 8732 with the small business
standard of $5M dollars. TECHNICAL AREA: Scope This research and
development (R&D) effort is in the area of Personal Electronic Device
applications in the Law Enforcement (LE) and corrections communities.
Specific technical areas of interest include systems, devices, and
components related to: a) Concealable solid-state audio recording
devices (body recorders) with a large dynamic range; b) Concealable
electronic microphones and transmitters (body wires), and c)
Non-concealable Electronic Personal Health Status Monitors (PSM). The
expected users for this equipment are state and local officers of LE
and corrections facilities. Emphasis on body recorders/body wires is to
be placed on small, low-cost solutions with high dynamic ranges and
battery life. Emphasis for electronic PSMs is to provide
warning/annunciation in a timely manner on vital signs on restrained
individuals. A restrained individual is defined as a person in the
custody of law enforcement or correction officers whose movement is
restricted due to handcuffs or other devices attached to the arms and
legs. The prisoner may be confined to a bed in a face down or face up
position by having arms and legs attached to the bed or the prisoner
may be confined to a chair in a sitting position by having arms and
legs attached to the chair. PROGRAM SCOPE: Proposed R&D should
investigate innovative approaches and techniques that lead to advances
in the state-of-the-art that is available and affordable to a typical
local LE/corrections agency. Existing technologies and products will
be considered, as well as emerging, technologies, R&D, and integration
efforts. The overall goal of this effort is to make a definitive
impact on the availability of affordable recorder/body wire solutions
to small and medium-sized jurisdictions. Programs that lead to the
development and fielding of these devices will have priority over
component development. Proposed development efforts should result in
integrated hardware and/or software demonstrating concepts and
approaches relevant to LE applications. Integrated solution sets
embodying multiple technological advances are strongly encouraged over
narrowly defined research endeavors. Partnering arrangements among
academic, industrial, and non-profit research organizations are
strongly encouraged. All proposed efforts are anticipated to be
completed in 18 months. Research that promotes the availability of
technology that is relevant and affordable to the LE community in the
near term will be given priority. The total funding available to this
effort, for all projects, is approximately $500,000.00. SUBMISSION
PROCESS: Offerors are strongly encouraged to submit a proposal abstract
in advance of actual proposals. This procedure is intended to minimize
unnecessary effort in proposal preparation and review. An original and
6 copies of each proposal abstract must be submitted to the following
address for this BAA in time to reach SPAWARSYSCEN Charleston by 2:00
PM (ET) 12 February 1999, in order to guarantee review. Upon review,
SPAWARSYSCEN Charleston will provide written feedback to offerors
either encouraging or discouraging submission of full proposals. An
original and six (6) copies of each final proposal must be submitted to
the administrative address for this BAA in time to reach SPAWARSYSCEN
Charleston by 2:00 PM (ET) 12 March 1999. Proposers must obtain a
pamphlet, BAA 99-01 Proposer Information, which provides further
information on the areas of interest, submission, evaluation, funding
processes, proposal abstracts, and full proposal formats. This pamphlet
may be obtained by fax, electronic mail, or mail request to the
administrative contact address given below, as well as at URL address:

meeting the format described in the pamphlet may not be reviewed. This
Commerce Business Daily notice, in conjunction with the pamphlet BAA
99-01 Proposer Information, constitutes the total BAA. No additional
information is available, nor will a formal RFP or other solicitation
regarding this announcement be issued. Requests for same will be
disregarded. The Government reserves the right to select for award all,
some, or none of the proposals received. All responsible sources
capable of satisfying the Government's needs may submit a proposal that
shall be considered by SPAWARSYSCEN Charleston. Historically Black
Colleges and Universities (HBCU) and Minority Institutions (MI) are
encouraged to submit proposals and join others in submitting proposals.
However, no portion of this BAA will be set aside for HBCU and MI
participation due to the impracticality of reserving discrete or
severable areas of this research for exclusive competition among these
entities. Evaluation of proposals will be accomplished through a
scientific review of each proposal usingthe following criteria, which
are listed in descending order of relative importance: (1)potential
contribution and relevance to local LE and corrections applications,
based on technology advancement and related cost, (2)overall scientific
and technical merit, (3)offeror's capabilities and related experience,
(4)plans and potential to develop and make available equipment and
devices to the LE Community, (5)cost realism. All administrative
correspondence and questions on this solicitation, including requests
for information on how to submit a proposal abstract or proposal to
this BAA, must be directed to administrative address below. Proposals
