Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA
intends to solicit, on an other-than-full-competition basis, with
General Electric Aircraft Engine Co. (GEAE), 1 Newman Way, Cincinnati,
OH 45215-6301. This requirement is divided into three phases. Phase I,
contract number N68936-98-C-0226, was awarded on 17 Set 98, with a
period of performance ending on 31 Jan 99. Phase I included the
preliminary study of damage types to be simulated and the selection of
the F414 simulation model. This requirement is for Phase II and Phase
III. Phase II includes damage algorithm development and Phase III will
include test plan development and survivability algorithm validation
testing. Specific tasks include: (1) developing algorithms describing
the effects of combat damage on the F414 engine performance; (2)
incorporating these algorithms into dynamic computer models of the
F414; and (3) once the damaged engine performance is proved acceptable,
provide test plan development and survivability algorithm validation
testing on a F414 engine test with simulated or real combat damage.
Negotiations will be conducted solely with GEAE. GEAE is the only known
firm with the knowledge, experience and technical data required to meet
the needs of the government. The solicitation will call for a contract
to be completed in two phases. Phase II will be the base period. The
anticipated period of performance for Phase II is from date of award
through 30 Sep 99. Phase III (Option 1) period of performance is from
1 Oct 99 through 30 Sep 00. The anticipated award date of the base
period is 3 May 99. All responsible sources may submit a proposal which
