Referencing CBD announcement NPOESS Down-Selection Call for Improvements (CFI) dated 2 Sep 98, the government intends to exercise its right, per section H.1 of current contract, to extend the development efforts for the Global Positioning Satellite Occulation Sensor (GPSOS) to the Critical Design Review (CDR) milestone. Although it is likely an incumbent will be awarded the production contract, non-incumbents may submit a proposal at a CDR-level to be considered for award. At that time, the down-selection CFI will be conducted with all proposals evaluated fully and fairly as to ensure full and open competition. All proposals should be preceded with a letter of intent, no later than 60 days prior to CFI release, directed to the Contracting Officer at NPOESS IPO OL-1 (SMC/CIK), 2420 Vela Way, Suite 1467-A8, Los Angeles AFB, CA 90245-4659. From those offerors currently not participating in the sensor development, the government strongly recommends a CDR presentation preferably prior to CFI release. The expected date for CFI release will be 31 Mar 03, and will be released via the NPOESS home page on the World Wide Web (http://npoesslib.ipo.noaa.gov). Also, the Government has an NPOESS Electronic Library containing NPOESS-related documentation necessary for CFI preparation. The purpose of the Ombudsman is not to diminish the authority of the System Program Director or Contracting Officer, but to assist in communicating offeror concerns, issues, disagreements and recommendation to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
