Atmospheric Administration (NOAA) issues this notice to announce its
plan to renew its contract with the National Academy of Sciences (NAS),
National Research Council (NRC) to support NOAA's Resident Research
Associateship Program to provide opportunities for senior and
postdoctoral scientists of unusual promise and ability to work on
problems that are compatible with the interests of NOAA. The scope of
work will require: (1) Working directly with respected, degree-granting
engineering and science institutions and organizations to provide a
high degree of visibility for the opportunities of the program through
advertising in many scientific journals and at key scientific
conferences; (2) Recruiting and selecting most highly qualified
research scientists in fields directly related to scientific research
topics of interest to NOAA such meteorology, climate and air quality,
earth science, hydrology, oceanography, limnology, space sciences, and
fisheries and marine mammals; and (3)Assembling review panels with
distinguished members to assess and rank research proposals by
prospective awardees based upon their scientific merit. The NAS is
considered to be the only responsible source capable of satisfying the
agency's requirements. Because the NAS conducts the Research
Associateship Program in cooperation with thirty sponsoring Federal
agencies and research organizations, the NAS is uniquely qualified to
attract the best candidates for NOAA's research program. Further,
because the NAS draws from over 9,000 volunteer scientists, engineers,
and other professionals in its committee system, the NAS is uniquely
qualified to assemble individuals with the level of experience and
expertise required to provide assessments and the ranking of research
proposals from prospective awardees under the program. The unique
capabilities of the NAS are considered essential for the advancement of
basic and applied research at NOAA. The period of performance of the
contract will be for one (1) year. The contract will include four (4)
one-year option periods. This is not a request for competitive
