Directorate (AMCOM) proposes to acquire on an other than full and open
competitive basis a research and development program entitled "Longbow
Structural Usage Monitoring System." The objective of this program is
to develop and demonstrate a structural usage monitoring system for the
Longbow Apache. The system will allow the transition of life limited
components from a fixed flight hour based retirement time to retirement
based on actual usage. This should both reduce aircraft O&S cost and
increase the safety of the aircraft. The system will process data
recorded on the existing maintenance data recorder through regime
recognition algorithms. Parts life will be determined based on flight
time spent in the various flight regimes. It is anticipated that the
program will be conducted in two phases: Phase I -- System Development,
Initial Requirements Review, Regime Recognition Development, Design
Review, and Software Development. Phase II -- Fleet Demonstration,
Installation, and Demonstration Support. The effort will consist of a
24-month technical effort. A noncompetitive acquisition to The Boeing
Company, Mesa, Arizona is intended pursuant to 10 U.S.C. 2304 (c)(1).
Boeing is deemed to be the only responsible source. It is the developer
and sole supplier of the Longbow Apache. Additionally, it is the only
known source possessing the design, development, and manufacturing
knowledge necessary to successfully develop the structural monitoring
system. All responsible sources may submit a proposal, which will be
considered by this agency. The solicitation will be unclassified and
releasable to U.S. firms only. Request for this solicitation must be
