Officer (407) 494-1668 The US Air Force is interested in
biologically-related research and development and is seeking potential
sources for describing characterization, identification, and
definition of biological and chemical byproducts of the incineration
process. The scope of the effort will involve two parts: 1) Concept
demonstrations; and 2) Full characterization. The concept demonstration
phase will focus on conducting a feasibility demonstration to show that
one or two biological or chemical markers are consistently present and
identifiable in the incineration effluent. The contractor shall
identify, confirm the type and quantity and assess the signature
strength of one or more of the identified markers by performing
laboratory-scale incineration. The characterization phase should focus
on marker research. A full characterization of possible chemical and
biological markers should be conducted. The contractor will be expected
to collect field samples from various incineration processes. To
analyze materials in the effluent for phases I and II, techniques such
as TaqMan PCR, mass spectrometry, GC/MS, LC/MS, fatty acid analysis,
particle counting or similar analytical methods shall be used. The
contractor chosen for this work must have the capability to perform
such analyses either in-house or at another location. The contractor
need not have access to a BSL-3 facility but should have access to a
BSL-2 facility either in-house or external to the organization.
Following an evaluation of responses to this synopsis, a solicitation
may be issued. Any resultant contract will be a single award.
Consequently, firms should respond to the above taskings as a whole and
not in part. Firms should indicate whether they are a small business,
small disadvantaged business, woman-owned small business, or
Historically Black College or University or Minority Institution
(HBCU/MI). For small businesses, the general definition used to
determine whether your firm is small is as follows: "A small business
concern that is independently owned and operated, is not dominant in
the field of operation in which it is bidding on government contracts,
and with its affiliates the number of employees does not exceed 1,000
persons". SIC ocde 8731 applies. "Concern" means any business entity
organization for profit with a place of business in the United States,
its possessions, Puerto Rico, or the Trust Territory of the Pacific
Islands, including but not limited to, partnership, cooperation, joint
venture, association, or corporation. The Air Force reserves the right
to consider a small business or HBCU/MI set-aside based on the
responses hereto. All respondents must include their assigned
Commercial and Government Entity (CAGE) code and indicate their status
as a foreign-owned/foreign-controlled firm and any contemplated use of
foreign national employees in this effort. Respondents are not required
to include the government-assigned company facility code for the
applicable facility and storage facility that would safeguard any
classified data supplied by the government. This is not a Request for
Proposal and is not to be construed as a commitment by the government
to issue a solicitation or ultimately award a contract. The Air Force
requests a TEN-PAGE WHITE PAPER which briefly discusses the following
items: technical approach, company background, experience (DoD and
non-DoD), company facilities, and general vitae on key personnel to
include experience. Any costs incurred as a result of response to this
announcement shall be borne by the company and will not be charged to
the government for reimbursement. No written or telephone requests for
a solicitation package or further information will be accepted or
responded to. However, the government may seek clarification of white
