OMB Circular A-76 Cost Comparison Study of the Readiness Business Center (RBC) Support Services for Fort Drum, NY. The intent of this study is to determine the most efficient and cost effective method of providing the management and operation of the RBC services. This notice does not constitute a commitment by the Government. The study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. RBC services sustain Fort Drum's readiness mission and include providing Training, Power Projection Platform Plans and Operation Support and Services, and Airfield Services. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal (RFP). RFP issuance will be o/a 28 Jun 99, and will be available by accessing the Fort Drum Directorate of Contracting's Home Pageat http://www.drum.army.mil/garrison/director/spcl.dircon.service.htm. Hard copies of the RFP will not be available. Any resultant contract will have a performance period consisting of a base year with four option years and contract type is anticipated to be cost plus award fee. A complete technical, management and cost proposal with associated documentation will be required. SIC is 8744 with small business size standard of $20.0 million. No restriction has been made limiting the responsible sources which may submit an offer. A MARKET SURVEY IS BEING ISSUED BY FORT DRUM TO DETERMINE IF THERE ARE ANY SMALL BUSINESS CONCERNS THAT HAVE THE DEMONSTRATED CAPABILITY AND THE FINANCIAL RESOURCES TO SUCCESSFULLY PROVIDE THE REQUIRED RBC SERVICES. THE SET-ASIDE STATUS IS STILL TO BE DETERMINED. Small businesses interested in this solicitation are requested to complete the market survey requirements at the same Fort Drum Directorate of Contracting's Home Page location given above. The survey is to be completed in its entirety. The survey will include the respondents' phone numbers, addresses, and business size. The due date for responses to the market survey is 4:00 PM EST, 17 Feb 99.
