R -- TRANSLATION AND INTERPRETATION SERVICES SOL DTRA01-99-Q-2561 DUE 030999 POC C. Dickerson, 703-325-1193, fax 703-325-9295 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number for this announcement is DTRA01-99-Q-2561, and is issued as a request for quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. (Notice of set-aside, etc., if applicable.) Description of the required services is: Task 1. Interpretation Support. The contractor shall provide interpretation and translation services (Russian to English and English to Russian) in direct support of the Defense Threat Reduction Agency (DTRA), Nuclear Support Directorate (NS), Nuclear Programs Division (NSN), Weapons Safety Assessment Branch (NSNS), Weapons System Safety Assessments (WSSA) Program as follows. The contractor shall provide consecutive interpretation of technical discussions in the area of Nuclear Weapons. Contractor shall attend one bilateral DTRA-sponsored Nuclear Weapons conference of nominally seven (7)days duration during the fiscal year, with an option for a second identical meeting occurring at a later date, in the U.S. or the Russian Federation. Support shall include at a minimum, (1) consecutive interpretation of briefings, presentations, and group or individual discussions held during the technical session and at evening social functions, and arrival/departure of Russian visitors at airports and lodging areas. (2) Participation in preparatory and after-action meetings with DTRA and SETA contractor technical managers to provide clarification of interpretation and translation services provided in support of the sessions. (3) Interpretation services should be capable of supporting "simultaneous interpretation," including the cost of equipment rental, for the conference(s). This equipment allows the interpreter to speak into a microphone "simultaneously" with the speaker, while the audience of the alternate language listens to the headset for the translation. Task 2. Translation Support. The contractor shall translate documents provided in the form of briefing slides (including graphics) or text files, and deliver a smooth, translated version of the document in the identical format by the date agreed upon by the DTRA technical manager and the contractor's representative. Text files will normally be delivered electronically in a MSWord format, with briefing slides in a MSPowerPoint format. Specifically, the contractor shall be capable of providing translation services for approximately 250 pages which shall include: (1) Session Protocols: Session protocols shall not exceed three (3) pages per conference. The contractor shall prepare translations at the end of each conference and deliver to the DTRA technical manager. Protocol preparation will involve review, edit, and revisions of numerous drafts. (2) Briefings/Presentations: The contractor shall translate up to a total of 200 pages of communications provided in the form of slides or text (80% slides with graphics, 20% text documents). (3) If a Russian document is received during the period of this contract performance, the contractor shall translate up to a total of 40 pages of combined text and graphics. (4) Miscellaneous Communications: The contractor shall be capable of translating up to a total of six (6) pages of text in the form of letters, memos, and faxes. Deliverables: In addition to delivery guidance outlined in the above tasks, the contractor shall provide a listing of translated documents to accompany monthly invoices. EVALUATION CRITERIA for INTERPRETER/TRANSLATION SERVICES This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA). The procedures identified in FAR 13.106 apply to the procurement. Proposals will be evaluated on the basis of technical acceptability and lowest overall price. To be considered technically acceptable, the offeror must demonstrate satisfactory past performance in providing linguistic services of the type described above. With the proposal, the offeror should provide information on at least two, but no more than five, previous contracts for linguistic services similar in nature to those described herein. Information submitted should include a brief description of the effort, the customer with a point of contact and phone number, dollar value, and any unique or unusual circumstances regarding the contract. Contractor must demonstrate ability to provide quality services as described above under short-notice, quick-turnaround timeframes. The price should reflect a cost per hour rate.
