The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division is implementing Electronic commerce (EC) in the acquisition area, therefore synopsis and resulting solicitations with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply under Procurement Division. After 1 October 1997, solicitations and amendments will only be available at the above Web sites. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure for the Marine Corps Warfighting Laboratory (MCWL) the services of role players to participate in the Advanced Warfighting Experiment (AWE) located in the vicinity of Monterey and San Francisco, CA; or Oakland, CA; or Southern, CA (specific location To Be Determined (TBD)). The Marine Corps Warfighting Laboratory (MCWL) will be conducting the Urban Warrior Advanced Warfighting Experiment (AWE). The focus of the AWE is combat in cities and urban areas. The AWE will experiment with new concepts, tactics, and technologies that will enable Marines to fight and win on the urban battlefield. Planning for the AWE began 1 December 1998 and will extend through the end of March 1999 in the vicinity of Monterey and San Francisco, CA; or Oakland, CA; or Southern CA (specific location TBD). The scope of this effort is to provide role players to participate in the AWE in March 1999 located in San Francisco, CA; or Oakland, CA; or Southern, CA (specific location TBD). The scenario backdrop is one that simulates the environment of an unstable developing nation. While sections of the evolution may be captured on film, the primary audience will be the military participants conducting tactical experimentation on the set. The set will include military people running, yelling and shooting blanks in an action/adventure scenario. The contractor shall provide 200 role players for six (6) days to participate in the AWE. The role players shall be between the ages of 18 and 55. Demographic preference is that role players appear to be distinctly non-military (e.g. not clean cut and neat nor conservatively dressed). Role players must be capable of walking around a large experiment area (set) and acting/improvising lines for several hours at a time without specific direction. General direction (e.g. basic role descriptions and set/experiment orientation) will be provided by the government prior to the start of the exercise. Scene specific direction will be provided by the government throughout the evolution of the exercise. The role players will be briefed by the government on the safety rules and procedures of the set/experiment area. There will be a designated government safety officer on-site who will have final authority on safety procedures and can interrupt the scenario to ensure the safety of all participants. The role players shall be prepared for loud noises and minor smoke effects intermittently throughout the scenario. The contractor shall provide payroll and liability insurance for the role players. The government will train the role players on-site for two (2) days, scheduled 9 and 10 March 1999. The first day of training, 9 March 1999, will consist of classroom and observation sessions from 0700 through 1630. The second day of training, 10 March 1999, will consist of a full dress rehearsal from 0700 through 1630. The role players shall play their assigned roles for four (4) full days from 1100 through 1630 on 14 March 1999, 0700 through 1630 on 15-17 March 1999, and 0700 through 1200 on 18 March 1999. The contractor shall deliver the role players as a group. Parking will not be available for the role players. In addition, the government must control access to the set. Role players shall arrive on-site with costumes/weather appropriate clothing. The government will not provide meals, snacks, water and other subsistence needs for the role players during scheduled training and exercises. The government will make available restroom facilities for the role players during scheduled training and exercises. Out of the 200 role players provided by the contractor, 29 role players shall have specified roles designated below. The government will assign roles for the remaining 171 role players during the training sessions specified above. Out of the 29 role players designated, the demographic requirements are as follows: five (5) older men; three (3) older women; seventeen (17) younger men; and four (4) younger women. For purposes of this Statement of Work (SOW), older is defined at 40 and over and younger is defined at 39 and below. The demographics of the remaining role players may be at random. The contractor shall provide one (1) older male and one (1) older female to play the role of religious leaders. One shall be a "Furzian Cleric" and the other shall be a "Hagi Cleric". These names are strictly created for the particular scenario. The contractor shall provide robes and "religious" symbols needed to identify the "religion". The contractor shall provide one (1) younger, large male to play the role of local sheriff/constabulatory chief. The contractor shall provide a world style police uniform for this role player. The contractor shall provide five (5) younger males and three (3) younger females to play the roles of deputy sheriffs. The contractor shall provide world style police uniforms for these role players. The contractor shall provide one (1) 40-49 year old female to play the role of "Mayor". The contractor shall provide two (2) younger males, two (2) older males, one (1) older female, and one (1) younger female to play the roles of government workers/officials of the Country of "Green". The contractor shall provide one (1) older male and one (1) older female to play the roles of homeless/panhandlers. The contractor shall costume these role players in tattered clothing. The contractor shall provide one (1) younger female to play the role of "Spunky Woman War-Zone Reporter" (CNN Christina Amanpur type) from the Political Spin News Network (PSNN). The contractor shall provide this role player with identification, a hand mike, notepad, and pen. These items do not need to be functional in any way. The contractor shall provide two (2) younger males to play the roles of mobile TV news workers (PSNN). The contractor shall provide one (1) role player with a boom mike and one (1) role player with a shoulder camera. These items do not need to be functional in any way. The contractor shall provide one (1) younger male and two (2) younger females to play the roles of in-country aid workers for the "Feed Everyone Everywhere Daily" (FEED) network of charities. The contractor shall provide two (2) younger males to play the roles of local workers, food bag haulers, for the FEED network. The contractor shall provide one (1) older male to play the role of a local school teacher. The contractor shall provide an on-site coordinator at all times that role players are on-site. The on-site coordinator shall provide role player oversight and assist the government in interacting with the role players. The agency/role players should be members of the screen actor's guild. The SIC Code for this procurement is 7922 with a 5 million size standard.
