The Health Resources and Services Administration (HRSA) intends to
negotiate on a SOLE SOURCE basis with The Health Policy Resources
Group, LLC, 2305 Gold Mine Road, Brookeville, Maryland 20833. This
procurement shall be processed in accordance with the Simplified
Acquisition Procedures in Part 13 of the Federal Acquisition
Regulations. The purpose of this procurement is to provide assistance
to the Emergency Medical Services for Children (EMSC) program. The
contractor shall: review and revise the EMSC 5-year plan; develop a
draft scope of work for Partnership for Children Activities; provide
written recommendations for the content of an interagency agreement
between HRSA and the Consumer Product Safety Commission; analyze data
and write a report and a journal article on a 1998 Study of Emergency
Departments' Readiness to Serve Children; and attend meetings on
pediatric emergency care and prepare summary reports. The Health Policy
Resources Group, LLC is deemed the only responsible source capable
ofproviding the required work and services. The period of performance
is ten months. A Justification for Other than Full and Open Competition
is on file. The award shall be made using simplified acquisition
