Miron 202 927-0386 The United States Customs Service (USCS) intends to
establish a register which will be used on the instant requirement and
over an extended period to acquire the services of various Public
Administration Advisors through personal services contracts under the
Foreign Assistance Act. Advisors will serve as the on-site
administrators of USCS programs with organizational entities of foreign
governments. At the present time, the major programs are in the New
Independent States (NIS) of the former Soviet Union. All positions
require interaction with high level government officials of the country
receiving assistance and of the United States Government. Evaluation of
candidates for all positions will be based upon employment history
submitted on a resume, SF 171, or OF 612. Geographic interest should be
indicated on your cover letter. The form should include a salary
history for the last five years of employment and any specialized
expertise, such as the ability to speak a foreign language. The
information will be utilized as a basis for salary negotiations.
Allowances in accordance with Department of State's Standardized
Regulations, Section 920, will also be a part of the salary package.
Selected individuals will be required to successfully complete a full
background investigation and obtain a medical clearance from his/her
physician. The Government will cover the costs associated with these
requirements. Unless otherwise specified in the Statement of Duties,
these positions will be unaccompanied for reimbursement purposes.
Interested parties are encouraged to submit resumes which will form a
register to be used for a period of one year to fill positions as they
arise. Resumes may be submitted any time during the period of February
1, 1999, and January 31, 2000. All applications will be given full
consideration. However, preference will be given to former U. S.
Government law enforcement agents or managers with direct experience in
either the subject matter or the specified country. Currently, there is
an urgent requirement for an individual to serve as an advisor to the
Southeast European Cooperative Initiative (SECI) Regional Anti-Crime
Center Working Group to set up a regional anti-crime center in
Bucharest, Romania. Work will consist primarily of drafting operational
documents and workplans. The period of performance is two months with
two one month options. Because of the criticality, resumes for this
