WORKSHOPS. This is a combined synopsis/solicitation for services
prepared in accordance with the format in FAR 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-07. This acquisition is being conducted
on a full and open basis. The SIC code is 8741. The size standard is
$5.0M. The complete solicitation along with any questions and answers
will only be posted at the following web site:

02/02/99] The closing date for Solicitation No. 52-DKNA-9-90013 is
March 8, 1999 at 3:00 P.M., Eastern Standard Time. Offerors should
access the solicitation web site prior to submission of offers to
determine if the solicitation has been amended. Offerors who download
solicitations from the Internet page assume responsibility for
obtaining any amendments to a solicitation. Your written response to
any solicitation must include acknowledgment of receipt of any
amendments. Offerors may submit written questions pertaining to the
solicitation requirements through February 10, 1999 at 3:00 p.m.,
Eastern Standard Time to allow the program office adequate time to
prepare and issue a response to all offerors prior to the closing date

questions will be posted on the web-site stated above. Requirement
Description: The Department of Commerce, National Oceanic and
Atmospheric Administration (NOAA), is seeking contractors to provide
all management, supervision, labor, materials, supplies and equipment
necessary to host Teacher workshops at various locations throughout the
United States in support of the GLOBE Program Teacher Workshops. The
GLOBE Program is a hands-on environmental science and education program
that nites students, educators, and scientists from around the world in
studying the global environment. Workshops are to be held in PA, SC, FL
and CA for October and November 1999 with three (3) options for future
workshops during the Spring, Summer and Fall of 2000. The Government
anticipates making multiple awards through the use of full and open
competition utilizing Simplified Acquisition Procedures for the above
described services. Firm-fixed priced awards will be made based on a
best value basis, giving due consideration to technical and cost
factors. All responsible sources are invited to submit proposals in
writing, signed by an authorized individual of the company. The
Government will not accept electronic, telegraphic, facsimile or
telephonic proposals. Award(s) will be made to the responsible,
responsive offeror(s) whose offer is deemed technically acceptable and
represents the best value to the Government. This acquisition is not
