mringo@samhsa.gov. The Substance Abuse and Mental Health Services
Administration's Center for Substance Abuse Prevention (CSAP)
anticipates a need to develop one centralized substance abuse
prevention data information and analytic resource. This resource will
help ensure that future federal substance abuse initiatives adequately
address the nation's needs and promote science- based strategies and
activities for particular populations. In addition, it will help CSAP
promote the use of common data definitions, data collection and
analytic methodologies, and the use of core validated instrumentation.
Specifically, the Data Development Center (DCC) will have the capacity
to report for all CSAP programs on: particular populations served,
numbers, types and locations of particular activities supported,
effectiveness across programs for particular populations; the
characteristics and effectiveness across programs of activities
relative to national, subpopulation and geographic area data and
trends. The DCC functions will promote efficiencies in cross-site data
collection at the grantee level, increase effectiveness of our outcome
measurements, increase CSAP'S ability to address demands for
accountability and provide centralized and rapid availability of
information to improve CSAP'S support and responsiveness to GPRA,
ONDCP, SAMHSA and other federal requirements and policies. CSAP plans
a three year award with two option years. The Draft Statement of Work
will be posted February 1, 1999 at the SAMHSA Web Site at
http://www.samhsa.gov. This Draft Statement of Work will be available
for review and comment until the release of the RFP. The estimated date
for issuance of this RFP is February 18, 1999 with responses due thirty
days later. This solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Web Site at
http://www.samhsa.gov or by mail. Files will not be made available on
the Web Site until on or after the estimated issuance date. Once
downloaded, you should determine if you have a continuing interest in
the RFP. If so, you must either write the individual identified above
that you wish copies of amendments to the RFP (if any) sent to you by
mail or check the Web Site regularly for amendments which will also be
posted there and can be downloaded electronically. You may choose
either method for obtaining amendments. Note, however, that if you rely
on the Web Site for obtaining amendments, at this time we have no way
to assure, and will therefore assume no responsibility for assuring,
you have downloaded these amendments. Requests for copies of the RFP to
be mailed must be made in writing. Requests will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested after the twentieth day
will reach the requestor before the due date for receipt of responses.
