70 -- LICENSES, SOFTWARE AND SUPPORT, NOTICE OF INTENT TO NEGOTIATE ON SOLE SOURCE BASIS The Bureau of Reclamation intends to make an award on a sole source basis with Advanced Systems for Power Engineering, Inc. (ASPEN) to acquire additional One-Liner short circuit & relay coordination program keys (licenses), as well as Power Flow for Windows 95 software programs. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required items and services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items and services must provide supporting evidence that they can furnish 100 licenses (25 additional licenses already held by Bureau of Reclamation), software and government employee training at a cost that will not exceed the total intended transaction cost. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
