contractors wishing to be considered for Prequalification for a
Construction-Cost Reimbursable with Negotiated Guaranteed Maximum Price
Construction Contract for the renovation of the Church Street Station
building located at 90 Church Street, New York, New York 10007.
Construction estimates for this project are in the range of 25 to 30
million dollars. The scope of work for services include the demolition
renovation and construction of approximately 330,000 gross square foot
Processing Center. This solicitation is for Phase 4, Stages 3-8. The
project includes administrative office areas, mail processing areas,
docks, BMEUs and support areas. All areas described are approximate;
exact areas will be denoted on plans and specifications to be issued
with the request for proposal. Scope of work of the facilities
described above based upon preliminary plans, standards, specifications
and criteria provided by USPS. Total period of design and construction
of the project will be 990 calendar days. Only the most qualified
contractors will be prequalified. To be considered for
Prequalification: the firm must be financially capable; five (5) years
experience as a construction renovation contractor, in construction;
two (2) comparable projects completed or ongoing within the past five
(5) years. "Comparable Projects" are defined for the purpose of this
advertisement as "staged renovation projects of commercial or light
industrial use for processing and distribution in an operating/active
facility (such as occupied postal facilities, hospitals,
pharmaceuticals, and airport facilities) with a minimum of 150,000
square feet in size and a construction cost of $15 million or more."
Demonstrate experience working in occupied buildings and managing
staged renovation/construction project. Experience working in Manhattan
NY. Demonstrate experience performing cost reimbursable guaranteed
maximum price (GMP) contracts. The contractors Qualification Statement
will be evaluated in accordance with the following criteria listed in
order of importance: PERFORMANCE -- Experience, Past Performance, and
CAPABILITIES -- Organization, Backlog, Financial Capability,
Responsibility Verification. The Postal Service intends to issue a
Request for Proposal (RFP) to Prequalified firms only. The Postal
Service will select the offeror that provides the Best Value to the
Postal Service, taking into consideration technical and cost related
factors. Primary consideration will be given to superior technical or
management features rather than the lowest overall cost.
