REQUEST FOR QUOTATIONS DTCG87-99-Q-643044 -- UPPER BASE PARKING AREA
PAVING AT USCG INTEGRATED SUPPORT COMMAND (ISC) KETCHIKAN, ALASKA.
Provide all materials, equipment, transportation and perform labor to
install two 20' light fixtures in an existing parking area (one fixture
will be government-furnished) and prepare and construct asphalt
pavement on the parking area (approximately 14,000 square feet) at USCG
Integrated Support Command (ISC) Ketchikan, Alaska in accordance with
the Scope of Work and drawings. Work includes, but is not limited to
installation of concrete foundations and the feeding and connecting of
electrical conductors through existing buried conduit; preparation of
surface to include the removal of 1-2 inches of compacted D-1 base
course, scarification of exposed surface and application of primer coat
(surface to be 2" hot-mix asphalt); and apply pavement marking devices,
including directional arrows and parking stall striping. Work must be
completed prior to May 31, 1999. The estimated cost range for this
project is between $25,000 and $100,000. The work required by this
solicitation is identified as Industry Standard #1661 and the
applicable size standard is $17.0 million dollars in annual receipts
for the past three years. This procurement is issued pursuant to the
Small Business Competitiveness Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. This is not a small business set-aside. All responsible
sources may submit a quote which shall be considered by the U. S.
Coast Guard. Request for Quotations. Requests for the quotation package
must be submitted by this office no later than 19 February 1999. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million per contract.
The DOT provides an 80% guarantee of the quote amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
