The U.S. Army Communications Electronics Command (CECOM) anticipates
negotiations with Cubic Defense Systems, San Diego, CA for a Firm Fixed
Price contract modification to Contract No. F19628-93-C-0166 for
engineering work to prepare the Improved Ground Data Terminal (GDT) for
production. This action is required to correct errors in the prototype
before production and to increase efficiency and assure that the 800
hour Mean Time Between Failures (MTBF) goal is achieved. This
procurement must be scheduled to maintain pace with the planned FY00
procurement of the Improved GDT. This engineering effort needs to be
completed before the May 1999 release of the Solicitation for FY00
Improved GDT procurement. Letter Request for Proposal (RFP) to be
issued to Cubic Defense Systems per FAR 6.302-1(b), "Only One
Responsible Source". Cubic Defense Systems, the developer/producer of
the Surveillance and Control Data Link (SCDL), is the only company
possessing the knowledge and expertise for this acquisition. The
Government does not possess technical data completely defining form,
fit and function of the items being procured and has no way of
evaluating a substitute item. However, the Government does possess
Performance Specifications that describe the operation of the GDT in
the Joint STARS environment. The present Joint STARS SCDL SIP effort is
under Contract No. F19628-93-C-0166 with Cubic Defense Systems and is
