(619)553-7515. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in the Federal
Acquisition Regulations (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are hereby being requested
and a written solicitation will not be issued. The solicitation number
is N66001-99-Q-0011. The solicitation is being issued as a Request for
Quotations (RFQ). Pursuant to the authority of FAR 13.5, this
acquisition will be conducted using Simplified Acquisition Procedures.
The incorporated FAR and DoD FAR Supplement (DFARS) provisions and
clauses in this RFQ are those versions in effect on the date of
issuance of this RFQ, FAC 97-07. This procurement is not restricted to
small business. The associated SIC code is 3812 ($750K). The award
resultant from this RFQ will be a Firm Fixed-Price contract. You are
not required to quote on all items; therefore, it is possible that more
than one contract will be awarded. Delivery of two each of each item
will be required by March 17, 1999. Thirty of each item will be
required by May 3, 1999. The remaining items must be delivered by June
1, 1999. Contract Line Item Number CLIN 0001: GPS Fiberoptic Link.
CLIN 0002: GPS Diplexer amplifier. CLIN 0003: GPS Low noise amplifier.
1.0 BACKGROUND. The Space and Naval Warfare Systems Center San Diego
(SSC-SD) will procure the items above to support the NAVSSI system
which is an integrated GPS navigation system for navy ships. 2.0 SCOPE.
The scope of work is to provide 60 each of the specified items.3.0
TECHNICAL REQUIREMENTS. GPS Diplexer-Amplifier specifications . The
following are requirements for a GPS Diplexer-Amplifier. Note that the
maximum size is given, a smaller physical size is acceptable. The
actual mounting dimensions will be determined by the final package
dimensions). Center Frequencies:1227.6 and 1575.42 MHz. Gain: +55 dB
minimum. Pass band ripple: 1 dB maximum. Gain variation: 2 dB maximum,
-3 dB bandwidth: 10.23 MHz minimum, -40 dB bandwidth: 70 MHz maximum,
-60 dB bandwidth: 122.5 MHz maximum,VSWR:2:1 maximum input and output.
Connectors: single SMA or TNC female input and SMA female output. RF
input power:1 watt continuous, 450 watts for 10 microseconds. Noise
Figure: 2.5 dB maximum. Input IP3:+30 dBm minimum. Output power:+15 dB
minimum at 1 dB compression point. Output Protection: Unit must be
stable under any load VSWR, any phase, from open to short, without
damage. Power requirements:15 Volts DC, .5amp nominal. Reverse polarity
protection shall be provided,Size:7.75" x 4.5" x 2" high maximum. A
mounting flange or mounting holes through the unit shall be provided
with mounting holes TBD depending on final module dimensions.
Temperature: -40 to +85 C operating (must be stable to -55 C but does
not have to meet full specifications below -40 C), -55 C to +85 C
storage. Vibration: 4 Hz to 33 Hz per MIL-STD-167 for mast mounted
equipment. Shock: 9 hammer blows as specified in MIL-S-901, Type A,
Grade A, Class I. GPS Low Noise-Amplifier specifications. The following
are requirements for a GPS Low Noise-Amplifier. Note that the maximum
size is given, a smaller physical size is acceptable. The actual

dimensions). Frequency:1.2 to 1.6 GHz, Gain: +30 dB minimum, Gain
variation:1 dB maximum, VSWR: 2:1 maximum input and output. Connectors:
SMA female input and output. RF input power:+10 dBm continuous for no
damage. Noise Figure:1.5 dB maximum. Input IP3:+20 dBm minimum. Output
power:+10 dB at 1 dB compression point. Output Protection: Unit must
be stable under any load VSWR, any phase, from open to short, without
damage. Power requirements: 15 Volts DC, .5amp maximum. Reverse
polarity protection shall be provided,Size:4" x 3" x 1.25" high
maximum. A mounting flange or mounting holes through the unit shall be
provided with mounting holes TBD depending on final module dimensions.
Temperature:-28 to +85 C operating (must operate and be stable to-55 C
but doesnot have to meet full specifications below -28 C),-55 C to +85
C storage. Vibration:4 Hz to 33 Hz per MIL-STD-167 for mast mounted
equipment. Shock: 9 hammer blows as specified in MIL-S-901, Type A,
Grade A, Class I. Fiber-Optic Link (Laser Transmitter and Optical
Receiver modules). The following are requirements for a Fiber-Optic RF
Link consisting of a Laser Transmitter module and an Optical Detector
Module. The Laser transmitter and optical detector should be quoted
separately. If offered, two links should be addressed, one with an
amplifier as part of the optical detector, and one without. Only one
version will be purchased. The inclusion or lack of an amplifier will
be compensated for by the system design and will not affect the winning
purchase decision. All specifications are with a short fiber-optic
cable (0 dB optical loss) between the units . Frequency:1.2 to 1.6 GHz.
Gain:0 dB if an amplifier is included,-30 dB maximum loss if no
amplifier is provided. Gain variation: 1 dB maximum, VSWR:2:1 maximum
input and output. RF Connectors: SMA female input and output. Optical
connectors: Diamond AVIM, angle polished. A pigtail is not acceptable.
RF input power:+20 dBm for no damage. Noise Figure: 36 dB maximum.
Input IP3:+25 dBm minimum. RF Output power:+10 dBm at 1 dB compression
point if amplifier is included. Output Protection: Unit must be stable
under any load VSWR, any phase, from open to short, without damage.
Laser wavelength:1310 nm region. Power requirements: supplier shall
specify. If any voltage is used as an enable, it must operate either at
one of the other supply voltages, or ground for normal operation, to
reduce the need for multiple power supply voltages. Indicators &
alarms: Laser: Laser power and/or laser current. Detector: detector
current and/or optical power input. Size: supplier shall specify size
and mounting dimensions. A flange or holes through the unit for
mounting shall be provided with mounting holes TBD depending on final
module size. Temperature: Laser: -40 C to +80 C operating (operation
to-55 C desirable, but unit does not have to meet specifications below
-40 C. Unit must be stable at any operating temperature.). Detector:
-20 C to +70 C operating (Unit must be stable at any operating
temperature.) -55 C to +85 C storage for both Laser and Detector.
Vibration: 4 Hz to 33 Hz per MIL-STD-167 for mast mounted equipment.
Shock: 9 hammer blows as specified in MIL-S-901, Type A, Grade A, Class
I. Include FOB Destination cost and Unit Price Information.
DELIVERABLES. Two of each item are required to be delivered by March
17, 1999, 30 of each item are required by May 3, 1999 with the
remaining items due by June 1, 1999 to, SSC-SD, 53560 Hull Street, Tom
Weiner Code D895, Building A35, Room 129. The FAR provision at
52.212-1 "Instruction to Offerors -- Commercial" applies to this
acquisition. Award will be made to the source whose quote is the lowest
price meeting or exceeding all technical requirements including the
delivery schedule. The Government retains the right to award a CLIN at
less than the lowest price if the combination of two or more CLINS
awarded to one quoter results in the lowest price including the
administrative cost of issuing additional contracts. . In addition,
quoters shall provide a completed copy of the FAR provision at 52.212-3
and the DFARS provision at DFARS 252.212-7000 (both are Offeror's
Representations and Certifications -- Commercial Items) with their
quote. The FAR clause at 52.212-4 "Contract Terms and Conditions --
Commercial Items" and at 52.212-5 "Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items"
and the DFARS clause at 252.212-7001 "Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items" apply to this acquisition.
