COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 3,1999 PSA#2275The Oil Spill Recovery Institue, P.O. Box 705, Cordova, AK 99574 A -- REQUEST FOR PROPOSALS FOR ECOLOGY RESEARCH IN OIL
IMPACT/MONITORING SOL 99-ecology-01 DUE 012399 POC Nancy Bird @ (907)
424-5800 or frontdes@pwssc.gen.ak.us WEB: Oil Spill Recovery Institute
web page, http:/www.pwssc.gen.ak.us/osri/osri.html. E-MAIL: to contact
the OSRI by e-mail, frontdes@pwssc.gen.ak.us. The Oil Spill Recovery
Institute is accepting proposals for small grants that focus on marine
resources at risk along major oil and transportation routes in the
arctic and subarctic. Two major areas of focus are: 1) oil impact
prediction: projects that improve the prediction of natural changes in
marine populations. This is a prerequisite to a determination of the
impacts of oil spills and the resulting clean-up and restoration
activities, 2) oil impact monitoring: projects that improve the ability
to monitor biological changes in the marine environment. This
capability is necessary to generate input to numerical models that will
predict population changes that may occur in the event of an oil spill.
The total FY99 budget for this program is $96,000 and OSRI anticipates
funding several projects from this total amount. The duration of the
grant awards will be for one year with an option to renew. Interested
candidates must submit an OSRI grant application package. This
application may be obtained as a downloadable file from the OSRI web
page (http:/www.pwssc.gen.ak.us/osri/osri.html) or by calling the OSRI
at (907) 424-5800. The original and three copies of the proposal
including the signed cover page should be mailed to: Dr. Gary Thomas,
Director, Prince William Sound Oil Spill Recovery Institute, PO Box
705, Cordova, AK. 99574. Proposals will not be accepted by FAX or
e-mail. Proposals must be received at the OSRI by the due date.
Proposals will be evaluated by the OSRI director, individual peer
reviewers and/or a review panel. The evaluation criteria differ based
on the type of project. In general, the proposals will be evaluated
based on whether the project fills a gap in current technology or
understanding, on how it will improve oil spill response or reduce
damage from spills, and on how the research results will be
implemented. The experience of the project team members will also be
considered. For more information refer to the Grant Policy Manual,
Section 4.4.1, which can be found on the OSRI web page. Proposals, due
by February 23, 1999 will be evaluated by the method described above,
and the awards will be made no later than April 2, 1999. Awards made
as a result of this competition will be administered in accordance with
the terms and conditions of the OSRI Grant Policy Manual. The OSRI
provides awards for research in the sciences, engineering and
technology as well as educational programs. The awardee is wholly
responsible for the conduct of such programs, research and preparation
of the results for publication. The OSRI, therefore, does not assume
responsibility for the research findings, their interpretation, or
implementation of results. The OSRI welcomes proposals from all
qualified scientists, engineers and educators and strongly encourages
women, minorities, and persons with disabilities to compete fully in
any of the research related programs described here. In accordance with
federal statutes, regulations, and OSRI policies, no person on grounds
of race, color, age, sex, national origin, or disability shall be
excluded from participation in, be denied the benefits of, or be
subject to discrimination under any program or activity receiving
financial assistance from the OSRI. Posted 02/01/99 (W-SN293470).
