is contemplated with Midland Research, P.O. Box 231, Manitou Springs,
Colorado 80829. (See Numbered Note 22). Documentation and technical
modifications are required to improve the existing Agent Release Model
(ARM) computer program. These modifications will result in significant
improvements in several areas including: (1) the current User's Manual,
(2) planning, programming, and conducting code verification and
validation activities, (3) incorporation of different chemical and
biological source term types, and 4) designing and implementing
easier-to-use target component geometry specification interfaces.
Midland Research personnel are uniquely qualified to accomplish these
tasks through their direct experience in having personally researched,
designed, and implemented the mathematical formulations and
assumptions which form the technical foundation of the existing ARM
code. Midland Research personnel developed, validated, and extensively
exercised the ARM code for the Air Force (Contract F08630-94-C-0003)
entitled "Air Target Lethality Analysis Program. An Ombudsman has been
appointed to hear serious concerns from offerors or potential offerors
during the proposal development phase of this acquisition. Routine or
administrative question should be directed to the Contracting Officer
or Program Manager. The Ombudsman does not diminish the authority of
the program director or Contracting Officer, but communicates
Contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern.
