The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Aeronomy Laboratory, intends to award a sole source contract to Western Michigan State University to perform atmospheric measurements of organic nitrates at the Dickson, TN monitoring site as part of the Southern Oxidants Study (SOS) Field Campaign to be conducted in, and around, Nashville, TN during the summer of 1999. The ambient concentrations of peroxyacetyl nitrate (PAN), peroxypropionyl nitrate (PPN), and peroxymethacroyl nitrate (MPAN) will be quantified for a four-week period beginning on June 15, 1999. The data collect will be used to determine, 1) the contribution of these organic nitrates to total reactive oxides of nitrogen; 2) the effect of NOy concentration on the rate of formation of organic nitrates; and 3) the relative contributin of biogenic and anthropogenic emissions of organics to formation of ozone in the region. The measurement results and their interpretation will be published in the peer-reviewed literature within two years. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned.
