Special Operations Command (USSOCOM) has a requirement to extend
existing contract USZA22-98-D-0001 with the Bell-Boeing Joint Program
Office, implementing a preplanned product improvement (P3I) program
which will integrate USSOCOM special operations forces (SOF) unique
capabilities in the CV-22 (a SOF variant of the V-22 aircraft being
developed by the Department of the Navy for the US Marine Corps). The
P3I program is choosing between competing functional systems being
developed for other aircraft platforms. The selected system must then
be integrated into the CV-22 design, tested, incorporated in production
planning/retrofit, and supported by the CV-22 logistical concept. The
two year extension is to continue conducting trade studies including
survivability/vulnerability improvements, increased cargo carrying
capability, and technical performance improvements. It is the
Government's intention to issue a modification to the current contract
for this purpose. It is believed the Bell-Boeing Joint Program Office
is the only contractor that can satisfy this requirement. Bell is the
only contractor who has a CV-22 simulator. Development of another
CV-22 simulator will require approximately $24M and will take 3 years
to complete. The Department of the Navy is procuring a Full Flight
Simulator for the USMC as part of a planned program to develop and
procure 8 simulators through the FYDP. Bell Helicopter is the prime
contractor for that simulator development. The first CV-22 simulator
will be procured in FY99, with delivery in FY02. Until the CV-22
completes CDR, no other contractor will have the necessary insight into
CV-22 detail design to accomplish the trade studies being done under
this contract. No solicitation will be issued. The basic requirement
